This position is located at the Bureau of Fiscal Service, Deputy Assistant Commissioner Retail Securities Services (RSS), Division of Securities Accounting and Payments (DSAP). The incumbent will complete assignments of a project management and policy development nature and advise on and perform professional accounting work.
Duties
As a Staff Accountant, you will:
Assist in the planning and execution of highly specialized programs in the field of securities accounting, reconciliation, reporting, and auditing to ensure proper accountability, proper payment of periodic interest and principal through the Bureau's systems, and to provide accurate reporting to Fiscal Accounting Office to be used in part or in whole to establish periodic statements to Treasury for the principal and interest, and cash and securities balances of the public debt of the United States.
Participate in and coordinate securities accounting, reconciliation, reporting, audit and other accounting and administrative improvement activities as required.
Develop project plans and ensure that all projects are properly documented and adequately controlled.
Lead or participate in project teams formed to implement new accounting systems and subsystem capabilities, develop new processes and procedures, calculate interest and redemption values, design ledger entry posting logic, ensure timely and accurate tax reporting, etc.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience requires professional knowledge of accounting concepts, principles, and methods sufficient to:
- Independently advise on the effect of new laws, regulations, or requirements; AND
- Resolve problems related to securities accounting and/or proper payment; AND
- Conduct special studies or assignments related to operational projects; AND
- Make formal oral and written presentations to upper-level management.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
- For the GS-13, you must have been at the GS-12 level for 52 weeks.
Education
Education Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include
one of the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law:
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
