The primary purpose of this position is to as a Service Contract Specialist, to create, modify and implement Statements of Work (SOW) and perform monitoring in support of Performance Based Service Contracts (PBSC). Performs Quality Assurance Evaluator (QAE) and Contracting Officer Representative (COR) functions and responsibilities.
Duties
Creates, modifies and implements SOW and performs monitoring in support of Performance Based Service Acquisition (PBSA) for support of the organization and to meet needs of installation and tenant units.
Monitors contractor performance to assure compliance with contract requirements.
Performs and maintains required documentation.
Represents the organization for all necessary contract meetings and conferences.
Actively supports and participates in events applicable or related to assigned duties, and Integrates and synchronizes Operations Flight contract project development, review, construction, and warranty management pertaining to respective portfolio.

- May be required to serve as a member of the contingency recovery team during exercises and during real world contingencies
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes a knowledge of established techniques and requirements for writing, modifying and administering service contracts in accordance with AFI 63-124, Performance Based Service Acquisitions (PBSA). Also, a working knowledge of Federal Acquisition Regulation (FAR) (37101). Knowledge of budgeting principles, concepts, and practices to prepare budget requirements submissions for operation, maintenance, repair, replacement of equipment, supplies, or increase in services.

EDUCATION: Have Master Degree or equivalent Graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Federal Acquisition Regulation (FAR) for contract services and associated procedures, regulations, directives and policies. Thorough knowledge of organizational practices and quality requirements.
2. Knowledge of the fundamental principles, concepts, techniques, standards, processes and guides of service contract writing and management.
3. Skill in collecting, organizing, sorting, associating, and filtering data from one or more sources using spreadsheet, database, or other data manipulation tools in order to portray trends, findings, and visualizations to support and drive decision making.
4. Ability to use automated CE IT systems (such as SMS and CMMS).
5. Ability to communicate effectively, with technical accuracy to brief supervisor, committees, and other groups to maintain good working relationships; gather information; and prepare analyses of problems and reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
