Multiple positions are available within the Eastern Region, Region 9 in Chequeamegon-Nicolet National Forest and Chippewa National Forest. These positions are located on a national forest or national grassland and are responsible for planning, managing, coordinating, reviewing, and reporting for several natural resources. Duties

Serve as a key member of the forest management team to formulate plans, policies, and objectives for the forest. Responsible for the quality, quantity, and coordination of all work performed in the various program areas overseen. Provide recommendations and information to the forest supervisor concerning important natural resource and administrative needs for those programs. Oversee study projects to develop guidelines, standards, and procedures for analyzing public needs, demands, and resource capabilities. Coordinate and promote ecosystem management, ensuring long term productivity and ecologically sustainable goals are implemented, maintained, and achieved. Responsible for programming, planning, budgeting, and management information (PBMI) for identifying work force and organizational needs and forest priorities. Ensure program expenditures are legal, meet charged-as-worked requirements and congressional intent, and remain within budget limits. Coordinate forest management of programs directed to public officials, industry representatives, and citizen groups. Establish and communicate guidelines and performance requirements to employees; conduct formal performance reviews; and identify and provide for the developmental and training needs of employees. Ensure a safe and healthy work environment by promoting safe work practices and providing necessary resources and equipment. Provide leadership, allocate resources, and implement activities to accomplish agency multicultural organization direction and Equal Opportunity and Civil Rights requirement, goals, policies, and objectives.   • Must be a U.S. Citizen or National.

Qualifications

Basic Requirement: GS-0101: Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position; OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-13:You must have one year specialized experience equivalent to the GS-12 in the Federal service. Examples of specialized experience include one or more of the following: Authoritative expert providing regional information for formulating policy, standards and technical guidelines for natural resource analysis and documentation, administrative review, and litigation. Directed long-range planning and decision-making in connection with prospective changes in natural resource functions and programs. Reviewed and critiqued long-range plans and environmental analysis documents developed by other government entities or conservation/industry groups. Leader of, or a consultant to, a management team in the preparation of environmental assessments and environmental impact statements that develops alternative land-use strategies and forecasts the benefits, consequences, and costs (opportunity, resource, and socio-economic) in accordance with established goals. Organized, directed, and evaluated program review and assistance trips to evaluate compliance with policies, objectives and assess natural resource planning implementation and accomplishments. Led natural resource planning efforts and activities in concert with regional, state, city, county, or ad hoc citizen committee land-use planning efforts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
