About the Position:
Carlisle Barracks is an installation at the center of the Army and Department of Defense Senior Leadership educational programs. This historic post supports missions such as the U.S. Army War College, (including the Center for Strategic Leadership, Strategic Studies Institute and USAWC Press, U.S. Army Heritage and Education Center), and Department of Health Agency, Peacekeeping and Stability Operations Institute, and the Installation Management Command.
Duties
Responsible for the administrative planning, coordination and execution of all support services required for and/or provided by the Strategic Studies Institute (SSI)
Provide oversight of the administrative functions of the departments/divisions of SSI, as well as for the U.S. Army War College Press
Serve as training coordinator
Primary hand receipt holder for automation and installation hand receipts for SSI
Liaison with the Civilian Personnel Advisory Center for all personnel actions
Serve as Information Management Office and Terminal Area Security Officer
Manage SSI’s substantial contracting
Manage the SSI operating budget
Provide advice and guidance to management on all budgetary matters
Perform personnel management duties
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Must complete a one-year supervisory probationary period, if not already completed.

In order to qualify, you must meet the education and/or experience requirements described below. To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. Specialized experience is defined as: 1) providing oversight of administrative functions; 2) planning, coordinating and executing support services; 3) managing, formulating and executing an operating budget. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-07) or equivalent pay band.

Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in Business Administration, Business Management or Human Resources. (Note: You must attach a copy of your transcripts.)
OR
Combination of education and experience: Have specialized experience as described above, but less than one year; and have at least one year of graduate education as described above, but less than the required two years. Computed the percentage of the requirements met, and the total is at least 100% (To compute the percentage, divide total months of qualifying experience by 12. Then, divide semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
