About the Position: This position is located in the U.S. Army Corps of Engineers. Serve as a Natural Resources Manager overseeing the Houston Project Office in Houston, Texas.
Duties
Plans, manages District natural resources management programs and policies governing the use of land, water and related resources.
Serves as Chief, Houston Project Office with responsibility to direct all aspects of environmental stewardship/compliance, flood risk management, and recreation resource planning and development.
Assures compliance with governing laws and regulations, interagency agreements, policies of Corps Headquarters and the directives of the Commander.
Coordinates with other District operating elements such as Real Estate, Office of Counsel, Regulatory, Public Affairs, Engineering and Planning as appropriate.
Keeps the public and other interested parties informed of related Programs such as: Recreation User Fee Program, Visitor Assistance Program, Regulatory 404 Program, Shoreline Management Program, Corps Sign Program and Corps Volunteer Program.
Evaluates effectiveness of public contact and interface with other agencies and recommends or initiates actions to assure continual improvement of the public perception.
Develops and establishes overall policy for lake, reservoir, and mitigation projects for natural resources and recreational planning, development and flood reduction management.
Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and establishes schedules for completion of work.
Monitors resource needs and expenditures and provides feedback to Branch Chief for budget and manpower forecasting.
Requirements

- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

This position has the following Basic Requirements:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized experience: One year of specialized experience which includes all of the following:
1) Managing a natural resource program that involves environmental protection of fish and wildlife, land management, and resource conservation; and 2) Preparing master plans for lake, reservoir, and mitigation projects that consider flood risk management; and 3) Correcting environmental compliance issues to ensure a successful recreation program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
