As a Deputy Mission Manager in the Small Satellite and Special Projects Office, you will support the Lead Portfolio Manager in managing a diverse portfolio of agency small satellite projects. You will be responsible for oversight of, and consultation to teams developing small satellite projects and associated technologies. Work will entail working with internal NASA customers, as well as representatives from other government agencies and academia.
Duties
Conduct "portfolio-level" mission management for the portfolio of smallsat missions assigned by NASA HQ to Goddard Space Flight Center. This includes all Pioneers and Heliophysics Flight Opportunities for Research and Technology smallsat missions.
Provide leadership, coordination and management of tasks and assignments in support of the Small Satellite and Special Projects Office and ensure small satellite missions are meeting critical milestones effectively.
Provide oversight and direction to Engineering Technology Directorate teams developing key technologies for small satellites assigned to the Small Satellite and Special Projects Office.
Serve as liaison between the Science Mission Directorate and key stakeholders for small satellites, including scientific and education institutions serving as Principal Investigators.
Contribute to proposal development for new smallsat missions that meet NASA's Science and Mission Directorate scientific goals as identified in the Heliophysics and Astrophysics Decadal Surveys.
Overcome difficult and complex technical, project management, and organizational problems while planning, guiding, coordinating, and managing the work of project personnel engaged in accomplishing the missions and functions of the organization.

Requirements

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Performing technical activities, such as instrument integration and environmental testing, related to small satellite or aerospace projects;
Advising, reviewing, and providing engineering design and/or analysis in support of aerospace flight systems capabilities and development, testing, and operations;
Establishing or contributing to the generation of aerospace mission budgets, schedules, risk assessments, and requirements.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
