You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCE DIVISION of NAVY WARFARE DEVELOPMENT.
Duties
You will be responsible for the organization, analysis, and oversight of planning, programming, budgeting and execution of funding program within the Navy Warfare Development Center (NWDC).
You will recommend most efficient distribution and executive of budget resources to meet financial goals of the command.
You will retrieve information for budget development and report preparation from accounting data in financial management application tools.
You will identify, and analyze, and resolve budgetary problems to develop alternative methods of funding.
You will oversee the development of comprehensive training programs designed to teach the use of the official accounting system.
You will formulate written responses to justify budgetary modifications to programs.

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Analyzing and overseeing the planning, programming, budgeting, and execution (PPBE) for the programs within the Navy Warfare Development Command (NWDC).
Providing financial management support across the organization to support Department Heads, Directors, Deputies, and their staffs on budget policy, fiscal law, and financial management regulations and directives.
Maintaining funding commitment and obligation documents for each cost center coupled with verifying availability of funds for the following appropriations: Operations & Maintenance, Navy (OMN), Research Development Test & Evaluation (RDTE&E), Other Procurement, Navy (OPN), and DoD appropriations.
Ensuring the financial data is properly posted to control and subsidiary accounts, identify errors and initiate corrective action within the accounting system SABRS, interface system for funding documents, CFMS, labor system, SLDCADA, and travel system DTS.
Serving as the Financial Subject Matter Expert (SME) for both budget formulation and execution.
Overseeing the completion of the budget exhibits and respond to marks with reclamas as necessary for each submission.
Working to achieve 99.99% obligation rate for the execution year; coordinate the development of the annual phasing plan for each budget submission.
Preparing data visualizations for leadership to assist with decision-making.
Coordinating the development and/or review of instructions, policies, and procedures for the organization.
Presenting facts/recommendations in a clear, concise manner, both orally and in writing, in order to coordinate budget requirements and to prepare a variety of recurring and special reports.
