Duties

Establishes and develops regional policies and guidelines relating to development and management of recreation areas for the region-wide recreation management program. Coordinates with the Denver Office and regional programmers to ensure funding for the cost sharing of development and replacement of recreation and related support facilities as well as Operation and Maintenance of Reclamation recreation areas. Negotiates or assists the area offices in the negotiation, coordination, and preparation of memoranda of agreements, memoranda of understanding, recreation development plans, fish and wildlife development and management plans, environmental impact statements, general plans, and special studies. Ensures recreation facilities and associated support facilities and infrastructure are adequately documented and managed for the Federal asset management purposes, including working with property and finance staff to add new when needed, and remove facilities that have been transferred or decommissioned. Assists the area offices in administering the region-wide recreation rehabilitation program. Serves as the Regional Accessibility Coordinator pertaining to requirements of Section 504 of the Rehabilitation Act of 1973, as amended; the Architectural Barriers Act, as amended; and the Americans with Disabilities Act, as amended. Serves as the Regional Transportation Coordinator and represents recreation interests on aquatic invasive species working groups, in addition to other ad hoc working groups as appropriate.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: GS-12: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Conducting analysis and evaluations of outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs; (2) Evaluating land or water areas for their recreation and related potential use, such as wildlife reserve; (3) Preparing the review of plans/programs for natural resource utilization and recreation area development; and (4) Resolving administrative, intergovernmental, socioeconomic, and/or other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/30/2023.
