Duties

This position will provide oversight, guidance, and support to U.S. Border Patrol (USBP) program leadership and field components on capability needs and requirements. This position starts at a salary of $155,700.00 (GS-15, Step 1) to $183,500.00 (GS-15, Step 10) with promotion potential to $183,500.00 (GS-15 Step 10). In this Program Manager position, you will serve as an advisor to senior leadership in planning, evaluating, integrating, and coordinating major and complex initiatives within USBP. Typical work assignments include: Planning, organizing, and directing team efforts and monitors progress to ensure that realistic objectives and milestones are established, and mission requirements are accomplished Directing various components of USBP and plans for short-term and long-term operations with a particular focus on interactions with, and support from, various program office staff Advising senior leadership on relevant USBP and CBP matters (e.g., plans, initiatives, issues, and policies) and ensuring that senior leadership is continually prepared with necessary preparation facts and information for decisions that are required Serving as a subject matter expert on government-wide workforce initiatives to provide workforce planning and analysis services, and initiating, scheduling, and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of major administrative and workforce management aspects and programs Leading workforce management initiatives of strategic importance to senior leadership to include the overall management, control, coordination, formulation, and execution of policies in workforce management areas

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Managing or directing major components of programs that perform professional, technical or administrative work Providing in-depth analysis and support of a wide range of challenges and variables of complex programs and initiatives Planning, scheduling, and executing major projects concerned with the analysis and evaluation of a wide variety of data and information to assess programs and operations Representing an organization's programs, policies, and initiatives by serving as an official liaison to the public, top level government officials, and key outside stakeholders Evaluating the effectiveness and efficiency of program operations throughout an organization with a focus on factors such as cost-effectiveness, attainment of program goals and objectives, compliance with pertinent legal and regulatory guidelines, and the interrelationships of competing priorities NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/23/2023. Current and former federal employees may be required to serve or complete a probationary period.
