About the Position: The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. The District helps manage local water resources for navigation, flood damage reduction, disaster assistance, hydroelectric power generation, and other natural and heritage areas.

Duties

Principal Assistant to the District Counsel, senior trial attorney for District-led litigation and adversarial administrative proceedings related to contracts, procurements, and general law (fiscal, fraud, claims, FOIA). Team lead in providing Office of Counsel (OC) support to the District's Programs and Project Management Product Delivery Teams (PDTs) and procurements in connection therewith. District's Procurement Fraud Advisor, alternate Labor Counselor and Ethics Counselor. Responsible for legal aspects of District acquisitions pursuant to the FAR and other statutory authorizations. Provides legal support to senior Walla Walla District management officials in the execution of all mission areas. The nature of legal work required to perform these duties involves very complex issues, necessitating extensive research and analysis. Such matters often involve very large sums of money and interest in them is, at times, nationwide.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Attorney-Advisor, GS-0905-14: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or JD). Only a law degree from an accredited college or university recognized by the American Bar Association is acceptable to meet positive education requirements. (Transcripts must be uploaded) Official or unofficial college or university transcript(s) may be used for the application process. Official transcripts will be required at the time of selection. In addition to meeting the education basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: A. I have three (3) or more years of professional legal experience, acquired after being admitted to the Bar, commensurate with the duties and responsibilities of the position. Examples of this experience include: 1. Analyze facts, ascertain law and give opinions, articulating facts and legal issues; 2. Explain legal principles and identify alternative courses of action; 3. Advise Program or Project Managers, Contracting Officers, or other managers or supervisors: (a) government procurement, including contract litigation; (b) fiscal law; (c) Information law (FOIA and Privacy Act); (d) civilian personnel and employment law and labor management relations; (e) environmental law; (f) non-contract claims; (g) Civil Works Programs; and 4. Experience in contract disputes and litigation. Prepare litigation reports and draft pleadings and other legal documents required by the Department of Army and Department of Justice in various federal courts or administrative forums. (Experience must be documented in your resume.) OR B. In addition to the first law degree (LL.B or JD), I have a second professional law degree, such as an LL.M, which I may substitute for one year of the required professional legal experience, and I have two (2) or more years of professional legal experience, acquired after being admitted to the Bar, commensurate with the duties and responsibilities of the position. Examples of this experience include: 1. Analyze facts, ascertain law and give opinions, articulating facts and legal issues; 2. Explain legal principles and identify alternative courses of action; 3. Advise Program or Project Managers, Contracting Officers, or other managers or supervisors: (a) government procurement, including contract litigation; (b) fiscal law; (c) Information law (FOIA and Privacy Act); (d) civilian personnel and employment law and labor management relations; (e) environmental law; (f) non-contract claims; (g) Civil Works Programs; and 4. Experience in contract disputes and litigation. Prepare litigation reports and draft pleadings and other legal documents required by the Department of Army and Department of Justice in various federal courts or administrative forums. BAR MEMBERSHIP: An applicant must currently be an active member in good standing of the Bar of a State, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. The experience described in your résumé will be evaluated and screened for the Office of Personnel Management's basic qualifications requirements, and the skills needed to perform the duties of this position as described in this vacancy announcement. Time in Grade Restriction: Applicants who have held a General Schedule (GS) position within the last 52 weeks MUST have 52 weeks of Federal service at the next lower grade (or equivalent).
