This position is located in the USDA Rural Development, KY State office. This position is responsible for performing work involving on-site inspections of construction in support of rural communities specifically Appalachian Regional Commission (ARC) administered projects. Many of these projects include the use of "Green Technology" and Renewable Energy. "The selectee will report to a USDA-RD office in their current location, as available."

Duties

Perform on-site inspections of construction in support of rural communities. Inspect all electrical, mechanical, civil and architectural materials delivered to the construction site to ensure they meet specifications. Review and interpret construction plans and specifications. Prepare inspection reports and monitors and manages the commercial program application processing ledger. Observe work and work methods to ensure structures adhere to the plans and acceptable work practices.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. For the GS-11 Level: Applicants must have 1 year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrate knowledge and understanding in preparation or review of plans, specifications, or estimates of materials and costs for the construction, extension, alteration, or repair of buildings. Experience in the areas of commercial construction field, development of plans, specifications and negotiation work. Experience with conducting construction work on industrial and commercial structures. This experience may have been obtained working as a contractor or as a draftsperson in an architectural engineering firm. However, any drafting experience must have provided an opportunity to acquire technical knowledge. Appropriate experience includes working with diverse construction materials and types of structures. Education

There is no substitution of education for experience at the GS-11 grade level.
