WHAT IS THE TAXPAYER ADVOCATE SERVICE DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Taxpayer Advocate Service (TAS), Operations Support, Leadership Development & Support Office (LDSO). WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Program Analyst, you will serve as a Project Manager responsible for accomplishing major analytical studies and/or projects relating to the substance of key programs of the Taxpayer Advocate Service's (TAS) Leadership Development and Support Office (LDSO). The assignments are usually carried out on behalf of the LDSO and involve some of the most complex programs, systems, or issues that are Service wide in scope and are of critical importance to the mission of the Service. The studies are of such breadth and scope that they require input from other analysts and subject-matter experts. Thefollowing are the duties of this position at the full working level: Represents the Taxpayer Advocate Service Resource Program for which they are responsible in the performance of a variety of top liaison assignments and contacts with representatives of other Government agencies and Internal Revenue Service (IRS) officials and industry associations. Actively assists in the implementation of the Taxpayer Advocate's administrative management and technical decisions, and ensures accomplishment of the desired results. Advises on and oversees the general management of operations, including utilization of resources. Provides technical advice on the overall management of programs under the purview of the Taxpayer Advocate program for which they are assigned. Analyzes proposals directed to their assigned program for approval, design or review, and develops recommendations for consideration and action as well as alternate proposals. Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. May participate in Area or National Office or industry association task forces. These studies may require contacts with and preparation and issuance of reports to high level Service officials or industry representatives. Additional duties include: As a LDSO Program Manager, you will be responsible for the TAS LDSO Mock Interview and Career Pathing Program responsibilities: Analyze the leadership and career resource areas to discern trends in program delivery, to measure effectiveness in meeting baseline, or the degree to which program goals support strategic initiatives. Develop and deliver communications, informational and training material related to the leadership and career development resources program. Provide advice and feedback to the LDSO Director on critical, sensitive, or confidential matters related to the leadership and career development resources program. Briefs the LDSO Director and or TAS Executive(s), and other top-level management on the status of the leadership and career development resources program, major studies, related employee career and leadership development programs, sensitive and/or unusual problem areas. Serve as the primary point of contact of the TAS mock interview and career pathing training and related resources.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, qualitative and quantitative; sufficient to accomplish complex projects or studies broad in scope and magnitude; Experience regarding SharePoint navigation and management of library content; Experience with the overall mission, objectives, functions, policies, and organizational structure of the Taxpayer Advocate Service organization; Experience with management and knowledge transfer principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations related to career development; Experience working effectively with others and to maintain harmonious relationships with all parties; Experience communicating effectively both orally and in writing. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
