The Education Coordinator serves as a staff Education Program Specialist for VISN 6 and coordinates learning and education needs, assessments, planning and delivery of of workforce development programming. This position is located in the catchment area of VISN 6 (within 50 miles of one of the 7 VISN 6 VA facilities). Pay will be determined based on the employees location. This position is suitable for remote work within the catchment area.

Duties

Major duties and responsibilities include, but are not limited to: Provides leadership and direction in aligning the spectrum of workforce learning, education and development programs across the learning continuum and employee lifecycle. Serves as the expert authority and advisor for training and educational program areas. Develops advanced plans to insure timely introduction of new or revised procedures, techniques or concepts into the education and training program areas. Assess needs and recommend priorities for projects, activities, and initiatives. Organizes and implements analyses of learning needs throughout the VISN. Works with the VISN/Facility leaders to align needs assessment results with strategic priorities to identify program priorities and desired performance outcomes that will drive resources allocations and program development and execution. Designs Program/Activity objectives, content, learning approaches and platforms, resources and innovative delivery methods to meet those outcomes. Directs marketing, location, material needs and audio-visual or other technical support. Identifies and supports instructors/facilitators and provides logistical advice or support during learning events as indicated. Work Schedule: 8:00am- 4:30pm or 7:30am- 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses. OR Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described below. OR Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university. OR At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion. Provides technical guidance and assistance to VISN and Facility staff with the preparation, selection, utilization and evaluation of effective and appropriate learning strategies, materials and methods. To qualify for this position at the GS-12 level, you must meet the following specialized experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serves as the expert, authority and advisor for training and educational program areas. Provide trainings and education on various subject to include grants, contracts, educational theory, concepts, principles and methodologies used to design, develop and formatively assess the effectiveness of progressive and sequential leadership development programs and training for professionals, as well as non-professionals. Develops plans to insure timely introduction of new or revised procedures, techniques or concepts into the education and training program areas. Plan management and budgeting to ensure efficient expenditures of allocated personnel, materials, and funds. Identify and assess learning needs, develop education goals and objectives, design curriculum/ lesson plans, identify and utilize appropriate educational tools, and conduct, evaluate and revise learning interventions. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at ,meetings and conferences away from the work site. Employee may carry light items such as papers, books, and portable computer requirement or driving a motor vehicle relative to attendance at meetings. The work may at times, require long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/ or management crises sometimes resulting in stressful work situations.
