This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The Assistant Nurse Manager (ANM) is a registered professional nurse who is accountable to the Nurse Manager (NM). In collaboration with the NM, the ANM functions as a supervisor and assumes accountability for the operation of the the ICU and Telemetry monitor techs. This includes the management, supervision, and evaluation of care delivered by assigned staff. In collaboration with the NM, the ANM creates a positive work environment which enhances care delivery and professional development of clinically competent staff. The ANM promotes, creates, demonstrates, and ensures a culturally diverse workforce in which the values and needs of all individuals are respected. The Assistant Nurse Manager position will entail both clinical and managerial work.
The duties of the ICU Assistant Nurse Manager include, but are not limited to:
Serves as a clinical expert in providing a full range of nursing care to patients with complex and specialized needs resulting in a positive outcome/improvement in a patient population at the program or service level
Demonstrates practice level beyond an individual unit/team to encompass a program, service or service line
Assumes responsibility and accountability for nursing actions
Uses sound clinical judgment in assessing, planning, implementing, documenting and evaluating nursing care
Provides leadership during emergency situations; Anticipates and recognizes medical/psychiatric emergencies and initiates and leads others to implement appropriate and timely actions
Addresses patient safety needs, following National Patient Safety Goals when communication patient care needs to other nursing staff and disciplines
Assumes a leadership role in utilizing problem-solving methodologies to resolve system and/or process problems that impact on patient care, staff performance, and/or system(s) improvements
Demonstrates ability to function effectively in Charge Nurse, Team Leaders and/or other leadership roles
Displays leadership in identifying and evaluating issues and implementing processes to imrpove clinical programs
Demonstrates ability to lead and direct diverse and dynamic groups of staff in the delivery of safe adn effective patient care
Oversees the management of patient care
Assesses the patient population daily
Interacts with clinicians daily to discuss patient's progress
Provides direct care when appropriate to complex patients
Transitions patients through other nit settings and communicates care needs to nurse
Role models safe and effective practices, including
Procedures for cleaning, transporting and storing reusable medical equipment
Appropriate use of safe patient handling equipment
Adheres to infection control practices while using equipment and providing patient care
Analyzes ethical/care issues, applying appropriate theoretical principles and ensures application of institutional policy
Serves as a resource and advocate for the protection of patient/family rights
Provides considerate care, respecting patient/family and staff personal values and belief systems
Effectively manages program/service resources to increase efficiency, cost effectiveness and maintain a safe environment
Identifies and analyzes potential/actual problems involving resource and/or safety issues. Evaluates options available and selects course of action which will result in the most favorable patient and/or organizational outcomes
Acquires knowledge and skills to maintain expertise in area of practice. Participates in educational activities to improve clinical knowledge and enhance role performance
Evaluates practice of self and others using professional standards, relevant statutes, and regulations. Takes action to improve performance
Educates colleagues and/or students and serves as a preceptor and/or mentor
Clearly articulates patient needs, concerns, and perspective to physician and other care providers

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.
For Applicants enrolled in MSN Bridge or Non-traditional courses of study: The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6)
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
