The Northport Veteran's Health Administration (VHA) is seeking a full-time Supervisory Health Technician (HT) for the Pathology and Laboratory Medicine Service (PLMS).

Duties

Duties include but are not limited to: Performing a full range of supervisory duties including assignment of work; performance evaluations; recommendations for appointment, awards, advancement and disciplinary actions; Ensuring compliance with accreditation agency and regulatory requirements; Maintaining effective interdepartmental relations with other services; Interfacing with patients and staff to answer concerns they might express while within or outside the phlebotomy areas; Supervising a workforce of at least five staff members; Establishing and maintaining an ongoing training program for phlebotomy and specimen receiving, processing and distribution personnel, and ancillary unit/clinic personnel; Solving technical, procedural and staffing problems related to blood drawing, specimen processing and distribution; Identifying unusual results which do not correlate with patient data; Preparing and reporting supply inventory requirements for all equipment, supplies and materials related to phlebotomy, specimen collection, processing and distribution; Collecting and processing specimens obtained for analyses throughout PLMS; Processing and handling specimens in accordance with the Federal Workplace Drug Testing Program; Checking for orders by looking into the computer 30 days before and after the date of arrival and ensures that only authorized medical personnel have requested tests; Explaining procedures and positions patients for desired results; and Maintaining a clean workspace and continuously monitoring areas for contamination. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirement (IOR): Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. In addition to the IOR candidates must meet the following grade requirements: GS-7 Grade Requirements: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but is not limited to: Proficiency of multiple computer systems and software; resolving patient complaints; participating in process improvement activities; assigning work; assisting with training or mentoring staff; and performing phlebotomy duties such as drawing or collecting specimens and ensuring quality and quantity are sufficient . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have graduate education or an internship that is directly related to the work of the position. One full year of graduate education meets the requirements for GS-7. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school which must include courses directly related to the work of the position. (When crediting education, prorate the number of hours of related courses required as a proportion of the total education to be used.) You will be rated on the following Competencies for this position: Computer SkillsCustomer ServiceEmployee DevelopmentTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires extensive periods of standing and walking, regular and recurring bending, moderate lifting, stooping and stretching.
