This Supervisory Health System Specialist position is located in the Primary Care Service at VA Boston Healthcare System. The primary duty station for this position is the Lowell Campus but travel to other campuses and Community Based Outpatient Clinic (CBOC) locations is required for coverage or meeting purposes.

Duties

Administer a variety of information, workload and analytical systems to evaluate and enhance productively, quality and timeliness of service provided to patients by providers and evaluate trends for future change. Maintain a collaborative working relationship with our academic affiliates to ensure programmatic success. Develop and oversee systems associated with our Primary Care new patient intake process. Serve as a liaison for customer service complaints. Interview candidates for open positions. Manage provider panel sizes; update and act as the subject matter expert on issues related to Primacy Care Management Module (PCMM) and ensure that new patients are allocated based on provider capacity. Manage all activities and initiatives regarding outpatient scheduling processes and clinic profile management which includes but is not limited to Electronic Wait lists (EWLs), Encounter Actions Required Reports (EARRs), Recall Reminder Software Package, Clinic Cancelation Process and Consult Management. Manage the clinic cancelation process for compliance with medical center policies. Coordinate training program and clinical schedules for residents assigned to the Primary Care Service Line at their site ensuring accessibility and training of various electronic programs required for patient care. Determine and request computer access needs for NT, VISTA, CPRS, etc. for employees; execute needs assessments for hardware/software and provider assistance to users on computer programs and provides training. Prepare written justifications in support of recruitment of new providers and support staff. Procure equipment through appropriate methods such as IFCAP and VISTA. Provide input to annual Primary Care Budget based on upcoming needs and requirements. Monitor operations such as patient demand for care, supply of available appointments and patient demographic information to ensure access is appropriately allocated to both new and established patients. Collaborate with other entities such as the Business Office, Travel Department etc. as required to ensure implementation and ongoing monitoring of Insurance Capture Buffer (ICB) and Vetlink program and serve as Record Liaison Officer for assigned location. Lead and/or participate in Chartered Workgroups and patient-centered initiatives. Collaborate with the Nurse Manage and Physician Team Leader to ensure ongoing implementation and sustainment of the Patient Aligned Care Team (PACT) Model of Care. Appraise and analyze personnel requirements in order to reduce costs and assure effective performance of employees. Monitor various performance measures for the location, determine needs for improvement, implement practices to meet performance standards and monitor results for compliance. Develop and implement strategies in and effort to improve access to care. Provide technical and administrative supervision of clerical support staff within the service line. Plan and assign work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of work. Develop performance standards, evaluate work performance of subordinates and executes performance appraisals. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday 7:30am to 4:00pm. Compressed/Flexible: Not Authorized. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-09 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: developing, implementing, and maintaining an effective Facility compliance program in accordance with Compliance Program and Industry Standards as outlined in VHA Handbook 1030.02, the U.S. Sentencing Guidelines, and the Health and Human Services Guidance for Compliance Programs. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or successfully completed two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e. hospital administration, public health administration, or related fields such as course work in health care administration).
