This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Branch Chief within the Programs and Project Management Division (PPMD), reporting to the Deputy District Engineer for Programs and Project Management (DPM) or the Assistant Deputy District Engineer for Programs and Project Management (ADPM) and supervise a team of 10.

Duties

Responsible for fully participating with the Deputy Project Manager, or his designee, in the executive direction of assigned Civil Works programs/projects, in accordance with established schedules. Responsible for planning, directing, and coordinating the project management function and for the technical and administrative supervision of up to 10 positions. Coordinates assigned program/project activities with personnel of other organizational elements; local interest groups; state and Federal agencies. Participates in conferences/briefings with representatives of U.S. Congress/Senate, State governments, higher headquarters, USACE, and other local governments, contractors, the media, and others. Monitors and evaluates assigned programs/projects progress.

This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
