This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Branch Chief within the Programs and Project Management Division (PPMD), reporting to the Deputy District Engineer for Programs and Project Management (DPM) or the Assistant Deputy District Engineer for Programs and Project Management (ADPM) and supervise a team of 10.

Duties

Responsible for fully participating with the Deputy Project Manager, or his designee, in the executive direction of assigned Civil Works programs/projects, in accordance with established schedules. Responsible for planning, directing, and coordinating the project management function and for the technical and administrative supervision of up to 10 positions. Coordinates assigned program/project activities with personnel of other organizational elements; local interest groups; state and Federal agencies. Participates in conferences/briefings with representatives of U.S. Congress/Senate, State governments, higher headquarters, USACE, and other local governments, contractors, the media, and others. Monitors and evaluates assigned programs/projects progress.

Basic Education Requirement for Each Series: Supervisory Community Planner - GS-0020 Series Supervisory Social Scientist - GS-0101 Series Supervisory Economist - GS-0110 Series Supervisory Geographer - GS-0150 Series Supervisory General Biologist - GS-0401 Series Supervisory Landscape Architect - GS-0807 Series Supervisory Architect - GS-0808 Series Supervisory Engineer - All Engineers - GS-0810, GS-0830, GS-0850 Series Supervisory Physical Scientist - GS-1301 Series Supervisory Geologist - GS-1350 Series In addition to meeting the basic requirement above for your chosen occupational series, you must also meet the specialized experience requirement listed below to qualify for this position: Specialized Experience required for qualification at the GS-14 level: One year of specialized experience which includes: Administration and oversight of Programs and Project Management Business Process projects; AND leading and managing a large technical organization, including implementation of policies and regulations; AND formulation and execution of the operating budget, special reports and studies; AND representing the command at conference/briefings with representatives of U.S. Congress/Senate, State governments, higher headquarters, USACE, and other local governments, contractors, the media, and others, meetings and internal/external briefings. This definition of specialized experience is typical of work performed at the next lower grade level position in the federal service GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Qualification requirement: Qualifications must be met by the closing date of this announcement.
