This position is a Small Craft Operator (Lead), WL- 5786-9 working in Lodi, California for the R8-Lodi Fish and Wildlife Office.

Duties
As a Small Craft Operator (Lead) your duties will include but are not limited to the following:
Lead a team of small craft operators in the implementation of inventory control at the direction of Supervisory SCO of all boat equipment, safety equipment, and sampling gear. Ensures inventory is completed as scheduled and communicates with Supervisory SCO on progress, changes, or equipment needs.
Identifies equipment needs for vessels, safety, and sampling and ensures ordering is completed and tracked. Lead a team of small craft operators in the movement, trailering, and relocating of vessels to support long-term planning and sampling operations. Implement long-term maintenance plan at the direction of the Supervisory SCO by leading a team of small craft operators in maintaining, servicing, tracking, and performing minor repairs on all vessels, trailers, sampling gear, and associated equipment. Enforces safety protocols in the warehouse and onboard vessels.
Safely navigate, dock/castoff, and fuel inboard, outboard, and inboard/outboard (I/O) powered vessels, including but not limited to: prop boats, jet boats from 3 to 12 meters in length (occasionally larger). Use inland navigation rules including "stand on" and "give way" to safely navigate and execute changes of course in the Sacramento/San Joaquin Delta and San Francisco estuary (including heavily navigated waters that include shipping channels) in varied weather, sea-state and vessel traffic conditions. Simultaneously operate hydraulic winch controls to deploy, fish, and retrieve sampling gear, (typically trawl nets or similar gear types).
Operate a forklift in and around a warehouse.
Implements, coordinates and communicates effectively with Supervisory SCO, Marine Machinery Mechanics, Biological Science Technicians (Crew Lead), Biologists, and Supervisory Biologists with respects to equipment readiness, inventory, and vessel availability. Coordinates and communicates effectively with federal and state agencies representing USFWS as part of the Interagency Ecological Program (IEP) Fleet Resiliency Team (FRT) along with the Supervisory SCO and Marine Machinery Mechanics.
Serves as an MOCC instructor, working with SCO supervisor and other instructors for coordination and instruction of courses with other government office offices, logistical planning, course itinerary, and curriculum.
Serves as a member of the Health and Safety Team (HaST) for Lodi Fish and Wildlife Office (LFWO). Ensures safety protocols are followed in and around warehouse and wareyard and everyone has proper safety training to operate warehouse equipment. Works with SCO supervisor to identify training needs and scheduling availability.
Assists SCO Supervisor in the development of work unit safety plans, implementation of required safety training (fire drills, CPR, swiftwater rescue, etc.), implementing Department of Interior and FWS safety policy and completion of yearly safety audit.
Physical Effort:
Vessel operations require long periods of standing and exposure to the elements. Physical strength and agility must be equal to the demands of operations in rough, offshore sea conditions. Alertness and good vision must be sustainable even after long periods of operation in harsh environmental conditions. Stooping, bending, climbing, and working in tiring or uncomfortable positions is required. Climbing of ladders and scaffolds is required. Heavy lifting and carrying heavy objects occasionally up to 100 pounds is required. Activity in adverse weather conditions is required. Vessel operation and emergency repairs may occasionally be required in adverse weather and rough sea conditions. When operating heavy equipment, the worker is under a great deal of strain by constantly reaching, bending, turning and moving hands, arms, feet, and legs, while being exposed to noise, vibration, and jerking of the equipment.
Working Conditions:
The incumbent works on open or partially enclosed boats, day and night, in all seasons and weather conditions. The Small Craft Operator Lead is exposed to sun, rain, wind, heat, cold, mosquitoes, and moderate engine noise and vibration. Most work is performed outside on site, in all weather conditions. The work leader may be exposed to fluids such as gasoline, diesel, battery acids and hydraulic fluids which may irritate the skin. When exposed to hazards, the incumbent is required to wear items of protective clothing and personal protective equipment (PPE) including, but not limited to safety footwear, eye protection, hearing protection, head protection, station approved PFDs, goggles, etc.
