Duties
At the full performance level, you will provide a variety of technical support duties in one or more of the following human resources management programs: position management and classification, recruitment and placement, employee benefits, and performance management.
Duties include:
Classifying a variety of noncontroversial lower-graded clerical, technician and entry-level professional or administrative positions using model position descriptions
Reviewing personnel actions to determine the nature of the staffing and placement request
Screening applications and applying qualification standards
Drafting routine vacancy announcements
Providing advice and assistance to employees regarding standard employee benefit problems and issues
Conducting initial review of all annual performance appraisals, performance payment and award requests
Preparing SF-52 (Request for Personnel Action) forms for a full range of personnel actions
Establishing, maintaining, requesting, and consolidating personnel and related administrative work files
Processing the spectrum of personnel actions
Conducting preliminary background investigations and periodic background reinvestigations
Ensuring personnel are sponsored, enrolled and activated in the PIV Program
Answering main telephones for the office, controlling access to the office, and accepting deliveries
If selected, you will receive formal and/or on-the-job training as needed. Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-05: To be eligible at the GS-05 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-04 level. Specialized experience is defined as experience working in an office environment and performing administrative duties; handling sensitive or confidential material; providing information pertaining to a variety of administrative matters; reviewing documents for completeness and obtaining additional information as required; establishing and maintaining a variety of files; and entering information into an automated system or database.
Education: A bachelor's degree or equivalent degree, or 4 full academic years of post-high school study.
Combination of Specialized Experience and Education: A combination of specialized experience as described and education which when combined equal 100% of the requirements. Only education in excess of the first 60 hours (i.e. beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
Education
All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. For a list of schools that meet this criteria, see

Education completed in foreign colleges or universities may be used to meet the above education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States.
