The Office of Justice Services(OJS), with the Bureau of Indian Affairs, is searching for an individual to serve as the Victim Assistance Program Coordinator. If selected, you will develop and implement specific victim assistance programs and activities within the OJS VAP. The program and activities you will be responsible for include promoting and identifying the rights of victims, providing direct services to crime victims, and promoting a comprehensive victim assistance program.

Duties

Provide assistance to law enforcement to serve victims directly affected by violent crimes. Disseminate information about the legal process for cases to victims of violent crimes, explain victim and witness protection laws, explain victim services and BIA-OJS policy and programs on victim/witness related matters. Establish and maintain effective communication between the Bureau and Federal, tribal, state, local law enforcement, social services and relevant organizations in promoting the rights of victims. Responding to victims in person, by phone, email, letters and faxes sometimes during non-working hours, to assess victim concerns and to determine the eligibility for victim-witness services.

Qualifications

GS-9: To qualify at the GL-09 grade level you must meet ONE of the following criteria: A. Experience: One year specialized experience at or equivalent to the GS-07 giving assistance to victims affected by sexual assault, domestic violence, burglary, and similar crimes. Examples at this level may include interviewing and providing resource referral counseling for crime victims, their families and witnesses; assisting victims of crimes with filling out paperwork to access funding or services needed; and providing victims with information on the availability of counseling or other social services. OR B. Education: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree or a LL.B or J.D., in a related field of study OR C. A combination of specialized experience and education that totals 100% of the experience requirement. GS-11: In addition to the experience at the lower grade level to qualify at the GS-11 grade level you must meet ONE of the following criteria: A. Experience: One year specialized experience at or equivalent to the GS-09 grade level giving direction to victims of crime and coordinating the circumstances with law enforcement personnel and/or social services staff. Examples at this level may include assessing victim's needs for medical, psychological, legal, financial, or unemployment services; promoting crime victim rights, and providing referrals to social service agencies. OR B. Education: 3 full academic years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree or a L.L.M. in a related field of study OR C. A combination of specialized experience and education that totals 100% of the experience requirement. GS-12: In addition to the experience at lower grade levels, to qualify at the GS-12 grade level, you must have one year specialized experience at or equivalent to the GS-11 grade level managing a victim's assistance program. Examples may include training officers on victims' issues, family violence, or working with individuals with mental, emotional or learning disabilities; networking with federal, state, regional, and local public and private entities to advocate for victims of crimes; and advocating victim rights to state and local law enforcement programs. All qualification requirements must be met by the closing date of this announcement.

If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
