The Executive Officer of Research, Development & Education (RD&E) is the top executive within RD&E and is a key member of the leadership team of the organization, involved with strategic planning, organizational assessment and program development for the service line.

Duties
The Executive Officer of RD&E has the authority and responsibility overseeing research, academic affiliations, employee education, clinical education, veteran education, whole health, special purpose/grant programs and modernization efforts. Is the chief spokesperson for research and WCHCS's Learning Organization and is the catalyst for the integration and collaboration of services to deliver quality well-informed and evidence based practice and assigned services. Is also the top executive for delivery of patient-center care, whole health, organizational development, research and cultural transformation. Leads all affiliate and student learning programs as governed by the Office of Academic Affiliations by the Designed Education Officer including graduate medical education, nursing, and associated health professional trainee programs. Provides top executive oversight of the research program supervising the Chief of Research.
The Executive Officer will provide leadership, direction, coordination, oversight, and implementation of research, education, and development programs, which promote quality services and effective utilization of resources within the framework of the philosophy, objectives, and strategic goals of VHA, VISN 19, and WCHCS. Provides leadership to all academic affiliations and clinical trainee programs including the Graduate Medical Education (GME) Program. Represents the VA WCHCS on all Office of Academic Affiliate (OAA) matters and provides oversight to all local operations of OAA Programs.
The Executive Officer chairs the RD&E Board ensuring governance and committees including whole health committee, employee education committee, health promotion disease prevention committee, employee engagement committee, academic committee, modernization committee, and research committee. Ensures oversight of mandatory training and travel/training request for education resources.
The Executive Officer of RD&E is responsible for developing strategic plans, policies, procedures, and organization structures required to fulfill the service line's mission. Has final decision-making authority, responsibility, and accountability on all issues affecting the Service. Collaborates with clinical and administrative operations and program/section managers to ensure integrated goals and priorities for the Service are established and met. Works closely with peers in other services and management to meet the needs of the System's recognized internal and external customer groups. Provides the leadership for developing, implementing and evaluating the research program, congruent with the organization's mission and goals. Responsible for ensuring all residency, intern, fellowship, and Commissions Corp Officer training program mandates are met in coordination with discipline service chiefs and program coordinators, internally and externally. Is knowledgeable of overall VA, VHA, VISN, and WCHCS goals, missions, and priorities to assure a positive impact on programs and resources.
The Registered Nurse executes leadership characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross service and/or discipline lines, influence organizational mission and healthcare. Is responsible for administrative functions of their assigned nursing units/programs. Functions as an administrator, educator, and consultant utilizing management theory in collaboration with the Office of the Director and other services. Must establish and maintain effective relationships with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels.
The incumbent functions as an executive nurse of RD&E in this level 3 facility with service-lines servicing medical, surgical, neurological, and psychiatric inpatients and outpatients, with a Level III Emergency Department, multiple VA Clinics, and a Community Living Center (CLC).

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: Executive Leadership, Strategic Planning, Experience with Student Learning Programs, Academic Affiliations Experience, Whole Health and Organizational Development.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Initiates Basic Life Support (BLS) in accordance with current BLS standards to include automatic defibrillation in life-threatening situations.
