This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Major Duties (To include but not limited to):
1.The Workforce & Innovation Nurse Executive (WINE) is a senior level nursing administrator with substantial and continuing responsibility for the coordination and implementation of management systems, and the fiscal processes.
This consist of planning, organizing, directing, and controlling service-wide and cross-departmental services, processes, and infrastructure issues for Patient Care Services.
The Nurse IV facilitates recommendations for systems and/or resource changes that will serve to improve the National work force and resource utilization and works collaboratively with nursing administration and Human Resources Management Service to meet resource needs.
He/she forecasts needs based on trends in the VA and in the community and develops programs accordingly.
The WINE collaborates with appropriate Service Chiefs and Nurse Executives to design and implement data-driven programs and processes that will enhance key patient care and nursing functions, including performance improvement, staffing effectiveness, budget/space/equipment, new programs, innovations, and journey to excellence.
He/she provides executive leadership and direct supervision to areas as designated by the Deputy Associate Director, Patient Care Services in areas, including, but not limited to, Nursing Supervisors, Resource Nurse Managers, Resource Office, Staffing and Scheduling, Clinical Practice Managers, TeleSitter Program, Executive Office Nursing Performance Improvement, Nursing Professional Practice, and Strategic Initiatives.
The WINE is accountable for planning, organizing, directing, controlling, and evaluating programs and outcomes; daily attention to complex personnel management problems; participation in executive level decision making, and providing guidance and direction for the development and implementation of established standards of nursing practice.
The WINE is responsible for ensuring positive patient, staff, and financial outcomes of existing units, programs, and new projects both within across services.
The WINE uses lean and system redesign principles to design delivery models and innovations in patient care.
The WINE assumes fiscal responsibility for staffing, productivity, workload capture, and material resources.
The WINE participates with academic affiliates to train students, makes positive impacts on nursing recruitment, retention, and staff satisfaction; participates in research activities, and translates evidence into practice.
The incumbent ensures compliance with the Joint Commission, CARF, OSHA and other regulatory agencies standards; is accountable for external and internal reviews in the specialty area and meets performance and customer service standards.
The Workforce & Innovation Nurse Executive executes leadership that is characterized by substantial and continuous responsibility and accountability for programs that cross service lines and influence organization mission and health care.
The incumbent collaborates with the medical staff, clinical, and administrative services in setting policy and in program design, implementation, and evaluation.
The WINE maintains accountability for inter-professional patient care programs in his/her assigned areas of the medical center.
The WINE establishes collegial relationships within the community, VISN, and nationally as a positive representative of the Nursing profession and the medical center. MEDVAMC is a major interdisciplinary teaching facility with service-lines serving medical, surgical, and neurological inpatients and outpatients, with a Level Ill Emergency Department, and multiple community-based outpatient clinics (CBOC).

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires visual acuity (including depth perception), keen hearing (aide permitted),
clear distinctive speech, and manual dexterity in both hands. This position requires potentially long periods of continued, standing, stooping, sitting, bending, pulling, and pushing. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. Ability for rapid mental and muscular coordination simultaneously. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. Must be able to work closely with others, as well as protracted or irregular hours of work. Must be compliance with the use of ergonomic exercises and employee safety requirements.
