This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Contract Specialist responsible for the full range of contract functions encompassing issuing solicitations, evaluating proposals, contract negotiations, execution, and administration for supplies, equipment, services, construction and/or special assigned programs.

Duties

Perform pre-award contracting functions that require the utilization of fixed-price, cost-reimbursement, or a combination of contract methods to procure equipment systems, programs or services. Determine methods of procurement, milestones, acquisition plan and type of contracts in accordance with contracting policies. Perform post-award functions to include contractor performance, negotiating Delivery Orders (DO), extensions, price adjustments, and modifications to the contract and/or similar agreements in accordance to contracting policies. Prepare solicitation packages for distribution in accordance with agency policies. Request or perform Price/Cost Analysis by analyzing and evaluating findings contained in audit reports. These duties are described at the full performance level of GS-11. The duties at the GS-07, GS-09 level are developmental leading to such performance.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • You must possess, or be able to obtain and maintain a SECRET security clearance.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. ***All applicants (to include current Federal Employees) must submit a copy of ALL of your transcripts with this application package*** Basic Education Requirement for the 1102 series: A Bachelors Degree from an accredited educational institution authorized to grant baccalaureate degrees. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served ON OR BEFORE September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-07: Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: (1) Assisting with preparing bid proposals for contractors; (2) Assisting with preparing recommendations for awarding contracts and/or subcontracts; AND (3) Assisting with analyzing contractor's operation to ensure within an organization's rules and regulations. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: 1. Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR 2. Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR 3. Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). Qualifications for GS-09 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes: (1) Performing pre-award contracting functions using fixed-price, cost-reimbursement, or a combination of contract methods and types; (2) Performing analysis of bids/proposals received to ensure compliance with specifications on advertised procurements; AND (3) Monitoring contractor performance. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management. Qualifications for GS-11 Specialized Experience Required:GS-11:To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes: (1) Performing all aspects of the procurement cycle to include evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs; (2) Performing pre-award and post award procedures to plan and conduct the contracting process; AND (3) Developing procurement packages to meet the needs of the agency. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Accounting, Business, Contracts, Economics, Finance, Industrial Management, Law, Marketing, Purchasing, Quantitative Methods, or Organization and Management. NOTE: Selection(s) may be made at the GS-07, GS-09, or the GS-11 level. If selection is below the GS-11 level, the position will be considered Developmental with Full-Performance at GS-11.
