The Coordinator for Mental Health Recovery Programming and Transformation (also known as Local Recovery Program Coordinator) is responsible for facilitating mental health programs, policies and procedures directly related to the transition of VHA from maintenance models of mental health treatment into a recovery-oriented system of care.

If you are a current, permanent VA employee or Federal employee from another agency, you should apply under CBST-12144315-23-KMS The Coordinator for Mental Health Recovery Programming and Transformation (also known as LRC Program Coordinator) is responsible for facilitating mental health programs, policies and procedures directly related to the transition of VHA from maintenance models of mental health treatment into a recovery-oriented system of care. The LRC Program Coordinator is not part of a single program in Mental Health Service, but rather, is a consultant to all mental health programs. The LRC is an active participant in strategic planning, including program development, reviewing and revising policies, consulting on programmatic elements, and providing staff training. The LRC is a champion for recovery: The LRC Program Coordinator models recovery through direct clinical work and consultation with other professional staff on difficult cases. The LRC provides outreach to foster collaboration and enhance community reintegration for both individual Veterans and mental health programs. The LRC teaches recovery principles to staff, trainees, Veteran consumers, and community partners. S/he serves as the liaison to the Veteran's MH Advisory Council. The LRC Program Coordinator also functions as the Community Mental Health Integration Lead (CMH Lead). As VA continues to expand mental health resources to meet the needs of Veterans, truly Veteran-centric, recovery-oriented care requires active collaboration and coordination with partners in the community. Through collaboration, VA can promote awareness and utilization of VA mental health resources, help Veterans gain access to community services, and build healthy communities for Veterans and their families. The CMH Lead serves as coordinator of outreach services for community integration for MHS, which includes oversight of administrative and programmatic resources associated with VA's mission to build healthy communities for Veterans and their families via active collaboration and coordination with partners in the community, as well as clinical outreach activities. Representing MHS and actively engaging in community-based councils and task forces requires an individual with an extensive knowledge of the system and a high degree of professionalism. The CMH Lead provides ready access to information about VA eligibility and available clinical services, ensure warm handoffs at critical points of transition between systems of care, and provide ongoing liaison between VA and Community Partners. Clinical Responsibilities: Serves as Coordinator of Outreach to Veterans with Serious Mental Illness. Provides comprehensive psychosocial assessments and clinical treatment for Veterans with serious mental illness referred to recovery services, particularly for complex or unusually difficult patients; reviews all subjective and objective data; assesses high risk factors; provides a clinical assessment; determines a treatment plan for the Veteran based on acuity and need for and type of recovery services and/or psychotherapy recommended; and the probability of such recovery focused interventions being effective for a Veteran; and provides a full range of therapeutic interventions including individual, couple/family, and group psychotherapies; psycho-educational groups; and case management. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions:(a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. AND Internships:(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) OR (e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. Preferred Experience: PhD or PsyD doctoral degree, APA accredited doctoral Internship, has experience providing recovery oriented principles teaching, community outreach, clinical assessment, differential diagnosis, utilization of measurement-based care, collaborative individualized treatment planning, coordination and facilitating access to behavioral health care for seriously mentally ill Veterans, as well as direct delivery of clinical services in individual, group, couples/family, and telehealth formats. Grade Determinations: Staff Psychologist, GS-13 (Full Performance, Level) Experience. At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Knowledge of, and ability to apply, professional psychological treatments to the full range of patient populations. 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. 3. Knowledge of clinical research literature. References: VA Handbook 5005/103, Part II Appendix G18, Psychologist Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: The work requires light lifting (under 15 pounds), light carrying (under 15 pounds), reaching above shoulder level, use of hands and fingers, ability for rapid mental/muscular coordination simultaneously, ability to distinguish basic colors, and hearing (aid permitted). Environmental factors include working closely with others. (See VA Directive and Handbook 5019, Employee Occupational Health Services).
