The primary purpose of this position is to serve as manager for the HQ PACAF mobility readiness section.
Duties
Headquarters Unit Deployment and Readiness Program Manager.
Manages Directorate Unit Deployment Managers and Functional Account Managers.
HQ PACAF Mobility & Readiness Training Manager.
Systems Data Interface with Logistic Module (LOGMOD) management of personnel records and mobility team assets, as well as physical management of personnel mobility folders.
Financial Management: Manages and develops cost analysis, annual and long range fiscal planning, and annual work plans for operations support services for HQ PACAF Directorate of Staff's Readiness and HQ Squadron Commander's budget.
Personnel Support by providing technical assistance to the HQ PACAF Orderly Room, supporting its daily programs and operations as needed. Ensures customer service support is provided and office coverage is maintained.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of management principles, organizational theory, and techniques of analysis and evaluation in order to ensure the most efficient and effective use of unit personnel in support of contingencies and exercises. Knowledge of various military computerized planning systems in order to use these systems when determining support requirements. Knowledge of command structure, mission, and functionality to determine appropriate deployable source of support. Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations. This level includes knowledge of pertinent laws, regulations, policies, and precedents which affect the use of resources (people, money, or equipment). Knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. The assignments require knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness. Knowledge is applied in developing new or modified methods, procedures, and management processes.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of prime factors that impact PACAF management, experience, policy, deployment factors, and UTC tasking. Knowledge of prime factors that impact deployable tactical and sustainment communications management, experience, policy, deployment factors, and UTC taskings.
Knowledge of PACAF and Air Force mobility management and deployment authorities, and intertheater processes and procedures with emphasis on Pacific Air Force (PACAF) area of responsibility and annual exercise requirements.
Knowledge of Unit Type Code (UTC) management, logistics detail and planning, manpower force element listing requirements, and UTC reporting requirements. Knowledge of operations policy and peacetime/wartime planning and personnel management.
Knowledge of military command structure, missions programs and organizational relationships of AMC and other MAJCOMS. Knowledge of complex resources and planning variables that influence program activities and ability to independently evaluate assets and effect, and develop program actions.
Skills in effective communications with all levels of personnel up to the General Officer level. Knowledge of military supervisory requirements, enlisted performance reports, and feedback responsibilities.
Skills in PC-based computer hardware and software and skills in standard Windows based software to accomplish projects.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
