About the Position: The incumbent to this position is the technical authority/advisor on Quality and Review Management, Value Engineering, Silver Jackets Program Manager, A/E work, GIS of Civil Works, Military Construction, and International and Interagency Services projects in the five districts of the Northwestern Division (NWD).
Duties
Responsible for the preparation and the effective implementation of NWD's Quality Management Plan (QMP).
Advises Division Quality Board and Regional Management Board on the status of the QMP and monitors overall compliance upon implementation.
Researches new methods and procedures for quality management and recommends modifications to the QMP to the Division Quality Board.
Ensures project specific quality plans (assurance or control) are prepared and coordinated with all elements of the Division as required.
Develops, implements, and provides oversight of the Division's construction quality management program.
Provides guidance and direction on the requirements of adequate and complete technical reviews of various types of deliverables.
Serves as the Value Engineering Program Manager and assures a continuous effort in the performance of VE studies.
Makes technical presentations on various topics within his/her specialty at USACE, governmental and public agencies, national, and international professional meetings.
Provides interface with the involved elements to identify the problems and issues, seek a consensus on a proposed solution, and orchestrate an agreement.
Ensures Districts keep customers and sponsors fully informed of technical construction management and cost engineering issues and their impact to projects.

Selective Placement Factor: This position requires the incumbent to be a Registered Professional Engineer, Architect, or Geologist in accordance with ER 690-1-958, Appendix A.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience in which includes experience in dam safety engineering activities which includes participation in quality management for engineer design and construction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or equivalent).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
