Duties

This position serves at the Cottonwood Field Office serving as the Natural Resources Specialist. It is responsible for the day to day operations of Rangeland Management and Weed Management Coordination. Evaluate Land Health as part of an Interdisciplinary Team. Follow and Develop Best Management Practices (BMPs) for the control and/or eradication of Noxious Weeds. Understand the role of fire on the landscape and developing Emergency Stabilization and Burned Area Rehabilitation Plans as part of an Interdisciplinary Team. Design and perform vegetation field inventories. Develop Allotment Management Plans; Monitor allotment use and inspect allotments for compliance. Write and/or edit Categorical Exclusions, Environmental Assessments, and/or Environmental Impact Statements, including supporting documentation, such as Allotment Evaluations. Present information, data, and updates to public and private groups, state and federal agencies, and Tribal governments.

  • An applicant appointed to this position must acquire and maintain within 2 years of employment a Contracting Officer’s Representative (COR) Certification.

Qualifications

For GS-9: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: performed developmental assignments under direct supervision included professional and technical functions related to a natural resource management program; assisted with reviewing and reporting analysis inventory data; documented, evaluated, and reported changes in natural resources status. -OR- Education: Earned a master's degree OR equivalent graduate degree OR two full years of graduate-level education leading to a Master's degree with a major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate ducation. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. For GS-11: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: Participated in the planning and execution of ecological or biological studies with a limited number of variables; performed established, standardized tests and analyses on a broad range of biological samples; conducted studies using established fact-finding and evaluation procedures; conducting long-term monitoring of biological or ecosystem components; working with organizations, state and local government agencies, volunteers, and local communities to implement conservation and recreation programs; Assisted in the preparation of professionally acceptable planning and/or compliance documents; or other related work. -OR- Education: Completed at least three years of progressively higher level graduate education, leading to a Ph.D. or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline directly related to the work of this position. - OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The office work is primarily sedentary. While in the field, the incumbent may occasionally lift materials such as fence posts, barbed wire, and seed bags, etc., requiring lifting of loads up to 50 pounds. Field work requires long periods of driving, hiking, climbing, and other forms of outdoor physical activities in remote locations. Occasional project construction work may be physically demanding, such as building or removing fences, constructing wildlife guzzlers, developing springs, etc. The incumbent is expected to operate a four-wheel drive vehicle in remote areas, in complicated terrain. Other modes of transportation such as off highway vehicles may occasionally be used. Work Environment: The work environment varies from an office setting where the incumbent has regular contact with work associates, to a field setting where the incumbent is working alone for extended periods of time in remote situations. Field work will involve outdoor exposure, including some discomfort in extremes of temperature or inclement weather and exposure to irritating chemicals, noxious fumes, etc. The incumbent may be subjected to hostile wildlife and physical hazards.Incumbent must wear appropriate personal protective equipment and will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

Education

This position has a positive education requirement (TRANSCRIPTS REQUIRED) which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- you have a combination of education and experiences with courses equivalent to a major as shown above with appropriate experience and/or additional education.
