About the Position: This Interdisciplinary position serves as Assistant to the Chief of the Regulatory Division, for the U.S. Army Corps of Engineers, Rock Island District. This position performs duties directed toward improving and enhancing the physical, biological, and chemical integrity of the nation's water resources and ensures regulated water activities are not contrary to the public interest, considering environmental, social and economic concerns.
Duties
Perform full range of supervisory personnel management functions related to position management, recruitment, and performance management.
Provide program leadership through development and direction of multidisciplinary teams to carry out complex projects or programs which generally cross functional and technical boundaries.
Lead a Regulatory Program including implementation of statutory authorities and related laws, regulations, policies, and procedures.
Provide expert technical leadership and advice concerning regulatory matters to convey requirements of the regulatory program to a variety of stakeholders.
Assess and evaluate impacts to resources in accordance with statutory requirements and applicable regulations.
Recommend changes and/or updating of methods, techniques and regulations pertaining to the accomplishment of planning/compliance functions.
Provide guidance for functional managers to facilitate timely, effective resolution of technical problems, conflicts, and controversial issues.
Conduct strategic analysis within the organization to determine which missions and functions can be improved, modified, or eliminated.
Execute, defend, and manage the Regulatory Division's budget.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- Incumbent is required to submit a Financial Disclosure Statement, OGE-450). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

In addition to meeting the basic qualification requirements described above, to qualify for this position you must also meet the qualification requirement listed below.
Specialized Experience: One year of specialized experience which includes: managing projects in compliance with governing public laws, regulations, interagency agreements, and/or policies of higher headquarters. Experience identifying, developing, acquiring, and allocating resources and or personnel, to effectively plan, manage and execute the budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
