About the Position: Picatinny Arsenal is the Joint Center of Excellence for Guns and Ammunition, providing products and services to all branches of the U.S. military. Nestled in the northern New Jersey Highlands, our team of more than 6,000 personnel includes Soldiers, Sailors, Airmen, Marines, U.S. Federal employees and contractor personnel who lead in the research, development, acquisition and lifecycle management of advanced conventional weapon systems and ammunition.
Duties
Serve as Resource Management Officer at a small military installation, with authority and responsibility to direct, coordinate, and provide advice and assistance to the Deputy to the Garrison for resource management activities.
Principal advisor and technical expert to the Commander and key staff members on financial management activities.
Provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, internal management controls, civilian pay issues, installation bank and credit union activities, and budget and program matters.
Recommend policies, plans and courses of action affecting Garrison resource management functions and reports on progress, status and operation of the program.
Provide leadership, direction, and coordination of Garrison resource management programs and activities. Coordinates functions to provide integrated Garrison-wide financial management and analysis.
Supervise a staff of financial management specialists, accountants and clerical.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to obtain and maintain a Financial Management Level 3 Certification within 24-months of entrance on duty.
- A one year supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Specialized Experience: One year of specialized experience which includes: 1) Identifying, analyzing and resolving a wide range of resource management issues in relation to internal operating budget, finance, manpower and/or program management; 2) interpreting and/or recommending financial management policies for short and long range operational plans; and 3) providing guidance to all levels of management and staff and 4) experience leading or supervising a team of employees. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
