This position is located with the Bureau of Indian Affairs, Navajo Region in Fort Defiance, Arizona. The position is responsible for planning, coordinating, evaluating, obtaining concurrences and updating of the rangeland restoration program.

Duties

Assists the Natural Resources Manager with planning range projects, setting priorities and funding requirements. Maintain effective communication in the presentation of the Navajo Region in conferences and meetings with other federal and state agencies, the Navajo Nation. Knowledge of various Federal, Tribal Rules and Regulations pertaining to range conservation practices, such as livestock grazing, water development, erosion controls and other conservation practices which may impact the environment. Serves as grazing lands consultant and advisor to numerous ranchers and farmers in the assigned area of responsibility. Reviews official grazing permit records, Bill of Sales and Transfer Agreements of permits (grazing and land use), to make certain there are no irregularities, and each transfer complies with regulations for permit negotiations. Provides individual landowners' evaluations of their resources, identifies problems, and proposes short and/or long-term land improvement alternatives. Provides guidance, assistance, and training to field and/or area office personnel to ensure that conservation plans on all grazing lands provide for the application of technically accurate and adequate practices and measures. Knowledge of GPS and ArcGIS applicant, aerial photograph interpretation, analysis, and compilation methods, and procedure. Skill in basic writing and editing skills for use in map preparation and use for preparing data for reports.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Position, GS-0454 and Individual Occupational Requirement) BASIC REQUIREMENT FOR ALL GRADES: A. Degree: range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows: - Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning. - Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable. - Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management. or B. Combination of education and experience: at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In additional to meeting the basic entry level qualification requirement, applicants must have the following: GS-09: 1 year of specialized experience equivalent to at least the GS-07 grade level in the Federal service. Examples of experience include, but are not limited to, assisting in the development and evaluation of range and wildlife management plans, programs, and projects, assisting with grazing permits, assisting in field surveys, assisting in collecting range and wildlife management data and maintaining a record system for a land base, assisting in activities related to game and fish management and outdoor recreating planning, assisting in providing range and wildlife management guidance to Indian landowners; OR masters or equivalent graduate degree OR two years of progressively higher level graduate education leading to a master's degree (36 semester hours, 54 quarter hours or equivalent) in a field directly related to this position. GS-11: 1 year of specialized experience equivalent to at least the GS-09 grade level in the Federal service. Examples of experience include, but are not limited to, developing and implementing range management plans, programs, and projects, developing technical standards and guides for range inventories or range resource, analyzing data and determining range condition, stocking rates and management alternatives, preparing data for annual reports, ensuring proper implementation of policy guidance, providing guidance and direction to landowners, using judgement and initiative in determining corrective action, identifying alternatives, and/or adapting guidelines to accomplish assignments; OR three full years of progressively higher level graduate education leading to a Ph.D degree or equivalent doctoral degree (54 semester hours, 81 quarter hours or equivalent), that is directly related to this position. Combination of Education and Experience: A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position. Graduate Education: Graduate education must be related to the occupation and demonstrate the knowledge, skills, and abilities necessary to do the work. Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression All qualification requirements must be met by the closing date of this announcement.
