About the Position: Plan, coordinate, prepare, and/or review: technical specifications and/or construction cost estimates and/or contracts for Architect-Engineer work in support of District projects. This position will allow for occasional telework only. This position is NOT eligible for full time telework.

Duties

Reviews drawings and specifications providing construction input during interim and final design stages. Serves as the construction coordinator and liaison between construction offices and government or architect/engineer firms and personnel for the receipt, review, and dissemination of RFI's, shop drawings and submittals. Prepares government estimates, findings of fact, technical correspondence and makes recommendations incident to modifications. Processes construction administration actions necessary to fiscally close out construction projects within established time standards. Tracks and reports labor charge breakdown for construction staff between direct and indirect charging. Operates an automobile or light truck to accomplish assigned duties.

Minimum Qualifications GS-10: Specialized Experience: One year of specialized experience which includes planning and/or preparing technical specifications for contracts; planning and/or developing cost estimates for civil engineering projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Minimum Qualifications GS-11: Specialized Experience: One year of specialized experience which includes providing construction review and input on drawings and/or specifications during design stages; recommending changes to submittal registers, shop drawings, certifications, and/or materials; and ensuring project conformance to engineering and/or contract requirements such as: dimensions, tolerances, clearances, fits, finishes, and materials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-10 and GS-11 levels, you must meet the qualification requirements using experience alone--no substitution of education for experience is permitted.
