Duties

If selected at the GS-05 level, the below responsibilities will be performed in a developmental capacity. Receives inquiries from customers worldwide regarding status of shipments, and/or incomplete shipments. Formulates all necessary documentation on outbound shipments via air, truck, freight forwarded, and small parcel carriers, and prepares and transmits the status to the customer. Checks hazardous material information certifying to its completeness as an agent for the transportation division. Reviews customer requests for various shipments of hazardous, temperature sensitive, fragile, oversized, heavy haul, urgent, or other freight not covered by standing route orders. Performs update changes, additions or deletions using automated Government Bills of Lading and Commercial Bills of Lading (GBL/CBL) systems, ensuring copies of the information is forwarded to the appropriate office for further processing. Contacts freight forwarders as needed to secure shipping information on any shipments, including when shipments incomplete or contradictory shipping instructions have been received. Ensures that all transportation documents are accurate, complete, and timely issued.

Qualifications

To qualify for a Transportation Assistant, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-05 level, applicants must possess one year of specialized experience equivalent to the GS-04 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-05: Reviews regulations and procedural guidance governing the processing of International Logistics shipments to control and process documents related to various types of shipments. Recognizes codes and symbols to determine issue priority groups, when shipments are destined to primary or supplementary destinations. Reinforces special handling procedures for shipping commodities that have special characteristics such as those requiring refrigerated storage, signature service, special packing, and certification for hazardous items, etc., GS-06: Applies transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems to ensure accurate and timely shipment of freight by rail, truck, air, or water. Utilizes automated transportation systems to successfully process in/outbound material orders to CONUS and/or OCONUS destinations. Analyzes information to identify and document deficiencies and/or areas of noncompliance, and to make recommendations for actions. GS-05: B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: 4 years of progressively higher education above the high school level. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-05 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-05. GS-06: Education Substitution: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Demands: Frequent periods of walking, standing, bending, and carrying of light items, such as paper or small boxes may be required. While performing transportation support functions within the freight terminal/warehouse, there will be stooping, standing, bending, walking and carrying light items; frequently exposed to conditions such as loud noise from operating forklifts, fumes and odors from forklifts; possible injury from accidental slipping and falling while working and walking in the warehouse area. Must wear safety shoes and gloves while working the freight terminal/warehouse area, and follow safety procedures and requirements to offset adverse conditions to avoid accidents or injury. Lifts and carries items weighing up to 40 pounds which may be bulky, stored on pallets. Uses weight handling equipment or receives assistance from other workers for items heavier than 40 pounds. Moderate physical effort is used in operating hand and foot controls when operating materials handling equipment. Work Environment: The work is performed in an office setting involving everyday risks or discomforts. Frequently required to go into the freight terminal/warehouse area to obtain information, check stock, and must exercise care when working around material handling equipment (MHE), conveyors and freight. The warehouse area/freight terminal, depending on the weather, and season of the year, areas could be hot, cold, damp, drafty, and poorly lit. The stock could be dirty, dusty, and greasy. Exposed to scrapes, bruises, cuts and injury from MHE, and/or from mechanical conveyor systems. Proper Wear of safety shoes and other PPP are required when working in warehouse setting.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
