The Secretary position is aligned under Chaplain Service at the Wilkes-Barre VA Medical Center. Incumbent will be accountable to the Chief, Chaplain Service. Chaplain Service encompasses broad administrative and program assistance by nature of the service, which encumbers faith traditions, and religions of all dominations.

Duties

Incumbent performs the full range of clerical, administrative functions and program management for the Chaplain office: Updates Chaplain policies and memorandums as required. Develops policies and memorandums for Chaplain Service. Maintains Chaplain on-call list and distributes list to various services. Validates timecards and certifies labor mapping. Maintains record of recently deceased veterans and their next of kin, daily patient census. Picks up and deliver snail mails and interdepartmental mails. Receives, reviews, and responds to correspondences. Greets and assists visiting clergy and visitors. Maintains appropriate rapport with internal and external customers to facilitate the accomplishment of the medical center goals and mission. Verifies funds availability, researches prices/vendors, inputs orders, reconciles purchases, maintains receipts. Obtains and delivers spiritual resources to veterans. Evaluates processes and make recommendations for the effective management of the service. Maintains the chapel environment, places orders for flowers, inventory of religious resources and ensures that spiritual resources are replenished and available to veterans. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. Applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this position, GS-5 applicants must have held at least a GS-3 level position. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Do you possess at least one (1) full year of specialized experience equivalent to the GS-4 level that equipped you with the knowledge, skills and abilities to perform successfully the duties of the secretary, and that is typically in or related to the duties of this position? For this position, specialized experience would consist of: Experience tracking, coordinating, updating, editing, compiling and maintaining files and records; clerical and administrative skills such as records management; skill in using computer applications for functions such as word processing, spread sheets and database management; skill in time management, multi-tasking and organization; and communication and interpersonal relation skills sufficient to appropriately and courteously relate to internal and external customers both verbally and in writing. OR, Substitution of Education for Experience: Successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial and technical school. Transcripts Required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year of undergraduate education. You will be rated on the following Competencies for this position: Customer Service Administrative and Management Interpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is mostly sedentary; however, walking and stair climbing, standing, bending, stooping and carrying light to medium weight documents, folders and manuals are sometimes required.
