The Coatesville VA Medical Center is currently recruiting for one full time Administrative Officer (AO). The AO is directly accountable to the Primary Care Service Line (PCSL) Business Manager for the overall planning, implementation and analysis of activities that relate to the daily administrative and clinical operations of PCSL.
Duties
The Coatesville VA Medical Center is a 42-building campus-style facility which sits on 128 acres and celebrated its 85th anniversary in November 2015. There are 396 inpatient and residential operating beds, and the medical center serves as a VA specialty referral facility for inpatient and residential mental health programs. In terms of inpatient beds, there are medical, psychiatry, and community living center (24-hour nursing care), including a highly regarded hospice unit. Reporting to this position will be multiple temporary Health Aides
Creates and maintains productive working relationships with Primary Care/Medicine Service Lines
Serves as a technical expert regarding operational problems and personnel administrative issue
Provides guidance on issues such as leave administration, administrative/disciplinary actions, incentive awards programs, motivation and morale, recruitment and placement, position management and classification, and continuing education activities
Participates in monitoring clinical productivity and efficiency and, as required, makes recommendations to the Director Ambulatory Care for enhancements that meet Medical Center, VISN, and VHA standards for waits, delays, and customer service
Monitors patient satisfaction levels and investigates patient complaints
Develops data management procedures and systems that produce accurate reporting of workload and resource utilization
Assists the Business Manager in the formulation of the annual budget submission
Coordinates all Fund Control Point activities
Provides quarterly reports to the Primary Care Service Line Business Manager assessing current status of all Fund Control Points and proactively communicates changes in workload which may impact the budget
Develops both long and short-range policies and plans for PCLS administration by coordinating the needs of the organization
Plans, coordinates, implements and recommends action concerning equipment, supplies, budget, space, and personnel

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: Applicants must have one (1) full year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Administrative Officer at the GS-9 level. To be creditable, this experience must have been equivalent to at least the GS-07 level in Federal service. Specialized experience related to this position includes (????add specialized experience examples)

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education.

Physical Requirements: The work is primarily sedentary but includes walking and lifting/carrying files and other light objects. The work environment involves the normal risks and discomforts typical of administrative work in a medical care delivery setting.
