Serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/materials for the Logistics Service within the VA Health Care System supervising multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Recruitment/Relocation incentive maybe authorized for a highly qualified candidate. NOTE: A valid State driver's license is required for this position.

Duties

Duties Include: Supply Management: responsible for the inventory management, control and distribution of expendable inventory; ensures maximum effectiveness in the management of inventories; has oversight and accountability of the management plan for the commodity program; conducts effectiveness/efficiency reviews; oversees the computation of requirements for supplies; serves as the approving official for approving reconciled purchase card transactions; oversees the care and handling of specialized items; prepares/reviews submissions to obtain approval or funding; and acts as the central point of contact for the coordination of commodity support and the resolution of logistics problems; Returns, Recalls and Reutilization: manages federal and agency programs for the return and reutilization of medical supplies; approves emergent procurement decisions; participates in root cause analysis process; and serves as the utilization and disposal official for excess consumables; Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs; Performs other related duties as assigned. Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. Non-facility applicants must meet all requirements by the closing date of this announcement 10/27/2023 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: At least one (1) full year of specialized experience that equipped you with the knowledge, skills and abilities to perform successfully the duties of the Supervisory Inventory Management Specialist position, and that is typically in or related to the duties of this position. To be credible, specialized experience must have been equivalent to at least the GS-9 level in Federal Service. For this position, specialized experience consists of: Working knowledge of contracting and purchasing laws and regulations, inventory management policies, directives, standard operating procedures and practices, and best practices in supply/equipment/distribution management; knowledge of federal acquisition regulations, reporting, databases, and socioeconomic programs; knowledge of the purchase card program including its controls, oversight and reporting requirements; knowledge of automated purchasing and inventory management systems and databases such General Inventory Package (GIP) or other equivalent system, to maintain current inventory data, related reports, performance measurement and monitoring tools; ability to leverage data and information analytics to drive customer, fiscal and operational improvement in the facility's supply chain; knowledge of coaching, mentoring and supervision to facilitate staff and organizational development; and experience planning activities for both consumable supplies and equipment and forecasting supply/equipment requirements over single and multi-year planning horizons, requisitioning, coordinating forecasts with budget requirements. --OR-- Substitution of Education for Specialized Experience: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, obtained in an accredited college or university, or LL.M., if related, may be substituted for specialized experience to qualify for this grade 11, Supervisory Inventory Management Specialist position. Ph.D. or equivalent doctoral degree must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study If that number cannot be obtained from the school, 18 semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. NOTE: Transcripts Required. --OR-- Combining Education and Specialized Experience: Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Inventory Management Specialist may be used to meet the experience requirements for this position. For example, nine (9) months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education. (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE: Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the grade 11 level. Transcripts Required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk or table, however a substantial portion of property assets are locate in geographically dispersed areas, CBOCs, and other agencies within the area which may require travel to those locations in the performance of duties since Logistics operations are housed in various buildings throughout the medical center as well as off-site locations. Standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports. Lifting of moderately heavy objects is occasionally required. Working Conditions: This work is primarily performed in an office-like setting involving everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting and training rooms, and private or commercial vehicles, however supervision in various work settings including warehouses, stock rooms, oxygen bulk rooms, operating rooms, and other specialty areas may require special hazard and safety precautions. The employee uses safe work practices with office equipment, avoids trips or falls, and observes fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated. Occasionally, work is performed in settings in which there is regular and recurring exposure to moderate discomforts and unpleasantness such as high temperatures in warehouses. The employee may be required to use personal protective clothing or gear such as steel-toed shoes or gloves.
