The primary purpose of this position is to serve as the Transportation Specialist (Equipment Support/Program Manager) managing nine facilities, 320 GMVs and multiple programs (hazmat/safety, etc) at three JBSA sites supporting 201 employees.

Duties

Plans and coordinates all work requirements to maintain Vehicle Operations facilities/buildings located at three geographically separated locations within JBSA Serves as the Deployment & Distribution Flight VCO managing 320+ vehicles at four operating locations and encompassing passenger vehicles, buses, forklifts, aircraft loading equipment, wreckers and tractor trailers. Serves as the program manger for multiple safety/operational programs within Vehicle Operations and evaluates programs to manage safety risks, fire safety risks, facility response to emergencies, and to manage risks associated with physical security, hazardous materials, and waste. Attends staff meetings, working groups, and coordinates with various personnel to accomplish facility/vehicle work. Prepares and maintains element budget, equipment and land mobile radio (LMR) accountability.

  • May be required to be available after duty hours when problems arise. The incumbent is subject to calls seven days a week, 24 hours a day
  • This is a key position. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EDUCATIONS: Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR Specialized Experience: experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of vehicle operations/motor pool operations to include operation, training and licensing requirements and operator care standards for a range of vehicles to include buses, tractor trailers and a wide range of MHE. Knowledge of customer level contracting requirements to include writing performance work statements, working with contracting officers and vendors involving limited technical issues and specifics and well-defined objectives. and coordinate and assist engineers to ensure adequate maintenance or restoration of buildings and grounds with minimum disruption. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for the operation of multiple vehicle operations functions. Knowledge of supply principles and practices as they relate to accounting for property and properly documenting/tracking the use of expendable supplies to support vehicle operations. Knowledge of the full range of principles, concepts, and methods of facility administration sufficient to inspect facilities to evaluate use patterns and identify maintenance or restoration requirements concerning facilities and equipment operations sufficient to plan, coordinate, direct, and monitor facility operations to determine facility and grounds maintenance and repair needs; Knowledge of industrial hazardous waste management and other hazardous materials (including the handling, use, storage, and disposal of these materials necessary to support vehicle operations missions sufficient to advise on, train, and enforce all DOD, AF, federal, state, and local regulations. Knowledge of heavy equipment operations to include compressors, industrial steam cleaners as well as manual and automated vehicle wash facilities. Must be able to trouble shoot basic customer level requirements to include cold weather purges to prevent damage from cracked pipes and coordinate with vendors for repairs that exceed customer care capability. Knowledge of a full range of principles, concepts, and methods of implementing safety standards associated with the operation, operator care and support of a wide range of vehicles at multiple locations operating in industrial areas transporting passengers and cargo which may include hazardous/munitions as well as operations new aircraft on multiple flightlines. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of facility operations and upkeep necessary to determine deficiencies, recommend/prepare documentation for modifications to enhance worker safety/efficiency and work with civil engineering, contracting and vendors to facilitate workorders, construction requests and commercial repair/service contracts. Knowledge of safety and operation practices related to the operation of vehicles ranging from sedans, cargo trucks, passenger vans and buses, wrecker/tow-trucks, tractor trailers, MHE and other specialized equipment such as aircraft loading. Knowledge of the principles, concepts, and practices concerning moderately complex technical requirements associated with the operation and upkeep of industrial equipment utilized within vehicle operations such as large compressors, manual and automated vehicle car washes, pressurized steam cleaners, etc. Knowledge of basic Air Force budgeting and supply control principles, concepts, and practices. Ability to communicate effectively both orally and in writing. Knowledge of principles, concepts and practices associated with the oversight of hazardous material storage, procurement and disposal as well as AFOSH standards as they relate to operations in a industrial environment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
