The Chief Debt Management Officer position will be located at the Debt Management Center (DMC) in the Office of Finance at the Department of Veterans Affairs (VA) in Fort Snelling, MN. Incumbent reports to the Executive Director of DMC and provides crucial debt management advice.
Duties
The incumbent serves as the Chief Debt Management Officer to VA's Chief Financial Officer (CFO), Deputy CFO, Deputy Assistant Secretary for Finance, and the DMC Executive Director. The incumbent will advise direction, oversight and decision over the VA's Debt Management programs managed within OM. The incumbent will also provide guidance over establishing Departmental debt policies; and preparing VA congressionally mandated reports (CMR) submitted to House and Senate Veterans Affairs Committees. Serve as VA debt management expert to the Office of Management and Budget (OMB), including other stakeholders (Congress, the White House, Treasury, other Federal agencies and the public).
Assists the Executive Director in providing coordination and oversight in the development and implementation of an annual business plan for the debt management program, and monitor policies, procedures and internal controls that will provide for a cohesive, efficient and cost effective program. Assist in overseeing progress against the plan and advises senior management on status, as well as findings and recommendations for improving the overall program.
Assists the Executive Director with collaboration with VA's Administrations, the Office of Inspector General, and the Office of Information and Technology, to identify oversight opportunities i.e., trends, problems, enhancements and general compliance.
Assists the Executive Director with establishing uniform procedures and standards to be used to strengthen the collection program and improve the consistency of interpretation of stated policies and procedures; coordinates the implementation of new guidance, legislation and procedures applicable to the debt collection and financial relief programs.
Assists the Executive Director with determining through coordination, planning and discussion those debt management policies that can best serve the needs of the VA Administrations to effectively manage their debt portfolios and make use of current technologies to automate and streamline the processes to the maximum extent. Identifies and incorporates private sector expertise and experience to promote a more effective and efficient debt collection and debt relief programs.

Identifies and incorporates private sector expertise and experience to promote a more effective and efficient debt collection and debt relief programs.
Assists the Executive Director with establishing, maintaining, and monitoring internal controls that are consistent with OMB, GAO and VA guidelines and ensures that controls are enforced and effective in preventing fraud, waste and abuse. Ensures prompt follow-up action is taken when actual or potential problems in internal controls are identified.
Assists the Executive Director in developing and maintaining partnerships/relationships with VA Administrations and staff offices, Department of the Treasury, Office of Inspector General, Office of General Counsel, and outside entities to resolve pending issues and promote best-in-class collection procedures and policies. Assists with the coordination and preparation of debt estimates for Department budget submissions.
Assists the Executive Director in overseeing and monitoring the initiation and implementation of modifications and enhancements to the Department's automated debt collection system for the purpose of creating administrative efficiencies, increasing collection potential, and enhancing financial relief options. Serve as primary contact for reports related to debt collections in coordination with DMC senior leadership team.
Assists the Executive Director in directing a broad range of administrative activities and policy development regarding debt collections, provide guidance and final decisions on submissions to VA Administrations. Assists the Executive Director in overseeing the activities of debt waivers in concert with administrations.

Knowledge, Skills and Abilities Required:
1. Expert knowledge and experience with diverse understanding of VA, the US Treasury, the Consumer Finance Protection Bureau, House Veterans Affairs Committee, Senate Veterans Affairs Committee, and data sharing with the Housing and Urban Development, Social Security and Bureau of Prisons.
2. Expert knowledge and experience in developing, providing expert advice and consultation on VA debt management programs and business plans.
3. Expert knowledge of enacted laws and directives published by the regulatory agencies such as the House Veterans Affairs Committee, Senate Veterans Affairs Committee, Federal Accounting Standards Advisory Board, General Account office, Office of Management and Budget, Department of Treasury, the Consumer Financial Protection Bureau and other oversight agencies.
4. Demonstrates ability to provide advice and consultation on a variety of complex problems.
5. Commands clear, logical, effective verbal and written communication skills.
6. Designs, tests and administers new technology nested within the VA OIT office while collaborating with external stakeholder to determine Veterans need.
