About the Position: The incumbent works under the general administrative direction of the Director, USANCA, a COL/O-6 position, and is given wide latitude for independent judgment and responsibility. As a nationally recognized technical expert and consultant, decisions and recommendations are considered technically authoritative.
Duties
Serve as the expert senior scientific and technical advisor to U.S. Army Nuclear and Countering Weapons of Mass Destruction Agency (USANCA) on the Army Reactor Program, nuclear weapons effects modeling, and related programs and activities.
Responsible for enhancing chemical, biological, radiological, and nuclear (CBRN) survivability and nuclear weapons effects education of the U.S. Army.
Apply a high order of originality, creativity, and analytical ability to the scientific, technical, and operational problems addressed by the Survivability and Effects Analysis Division that relate to the mission and functions of USANCA.
Identify difficult and complex major scientific and technological problem areas pertinent to nuclear weapons effects analysis, the survivability of personnel and equipment of the U.S. Army.
Responsible for making major contributions to ensure a high level of effectiveness of the Army's, and DoD agencies', CBRN survivability and nuclear weapons effects research and development programs by communicating the Army's needs.
Supervise technical analysts (military and civilian) who are the technical authorities in the fields of chemical, biological, radiological and nuclear (CBRN) survivability criteria.
Plan the work to be accomplished by subordinates and sets priorities and schedules for completion of that work evaluate work performance and gives advice, counsel, and instruction to employees on work and administrative matters.
Establish the scope and objectives of the study, directs the analysis, and draws conclusions and recommendations from the results of the broad spectrum of topics.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- Must be able to obtain and maintain a SCI clearance.

Basic Requirement for Physical Scientist (Surv & Effects Analysis Div Chief):
A. Degree: Bachelor's degree (or higher degree) in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes provide advice to senior leadership on a variety of nuclear topics such as, nuclear weapons effects, nuclear survivability; conduct analysis on the operational use of nuclear weapons or associated radiologically contaminated environments; and assist in the development or provide recommendations on strategy, policies, or doctrine related to nuclear weapons.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
