This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-7. At the GS-6 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-7 Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied.
MAJOR DUTIES:
Responsible for maintaining and controlling accounts and accounting transactions in a highly complex finance and accounting system.
This system includes comprehensive cost accounting system for all appropriated funds as well as accounting for capitalization of assets, liabilities, and computation of accruals, classification of costs to the general ledger, operating ledger and subsidiary ledger.
Corrects rejects promptly. Maintains multiple spreadsheets with financial data such as the various logs, obligation and payment tracker, returned checks, etc
Reviews transactions for timeliness and reasonableness and resolves problematic areas.
Verifies that obligations are set up timely (coordinates with service lines to set up obligations).
Ensures that funds are available to cover obligations to prevent anti-deficiency.
Processes cost transfer adjustments between specified cost centers for materials, labor and services so that accurate costs are charged to the appropriate functional area.
Processes and establishes all payables through receiving reports and other means.
Compares amount on documents with original obligation noting discrepancies and contacting certifying officials in the event of serious differences.
Prepares travel advances for temporary duty (TDY) and open travel and assures advances are liquidated correctly and promptly.
Performs other duties assigned.
Work Schedule: Monday-Friday: 7:30am-4:00pm

Qualifications
To qualify for this position at the GS-6 level, applicants must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician at a developmental level. Specialized experience includes understanding accounting principles, methods, procedures; validating transactions; performing research to resolve inconsistencies; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to support accounting duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
To qualify for this position at the GS-7 level, applicants must meet the following:
Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician independently. Specialized experience includes understanding accounting principles, methods, procedures, and techniques to conduct analysis; making determinations within an accounting system to validate transactions and performing research to resolve inconsistencies; understanding the interrelationship between appropriations and subsidiary records and control accounts; analyzing and detecting trends and problems affecting overall operations of accounting; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to perform a variety of accounting duties.
