STEM position(s) are being filled through the Office of Personnel Management's delegated Direct Hire Authority, open to all U.S. citizens. Selections made under this bulletin will be processed as new appointments to the civil service. Current civil service employees would, therefore, be given new appointments to the civil service. Under the provisions of the Direct Hire Authority, Veterans Preference and the "Rule of Three" do not apply.

Duties

This announcement serves as public notice. Applications submitted be placed into a pool and will remain on file for selection as positions become available. Vacancies may be filled for up to 6 months after the closing date of this announcement. Applicants may not receive notifications of referral status until the full 6-month eligibility period has elapsed. Applications may be gathered from additional recruitment sources. These will be added to the pool created by this announcement. GS-14 has overall responsibility for conducting or managing a variety of major program policy studies and projects included in the Strategic Plan. [cont] Oversees in-depth, highly complex public policy analysis and manages a variety of complex, interrelated research projects and studies having long-term impact on Agency social insurance and income maintenance programs. GS-13 is responsible for planning and carrying out a systematic research attack on a large complex problem area concerning the effects of social security and related social insurance and income maintenance programs [cont] on income distribution, resource allocation, and long run economic growth. GS-12 and below serve as an evaluation and quantitative analyst in the areas of income maintenance and Social Security with responsibility for planning and conducting research and evaluation studies. Plans, organizes and conducts studies and evaluations of the following type: (1) evaluating the effects of changes in policies such as requiring citizenship for eligibility for Supplemental Security Income or changing the normal retirement age; (2) projecting the effects on the beneficiaries and the population in the next 25 years of changing the benefit structure in OASI; and (3) projecting how a change in program rules would affect the labor supply and savings behavior of persons age 60-69.

Qualifications

Applicants must qualify for the series and grade of the posted position. To qualify for this GS 9-14 Economist position, applicants must meet BOTH of the qualification requirements below: 1. To demonstrate the Individual Occupational Requirement (IOR), applicants must possess and demonstrate at least ONE of the following: A. A bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus; OR B. A combination of education and experience: courses equivalent to a major in economics as shown in A above and appropriate experience or additional education. Examples of qualifying experience include: 1) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation, 2) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information, or 3) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (a) personal research that produced evidence of results, (b) direction of graduate theses in economics, or (c) service as a consultant or advisor on technical economics problems. NOTE: You must submit a transcript that demonstrates the required coursework and any degree conferred to substantiate claimed education. (A copy of a diploma or other certification is not qualifying to demonstrate claimed education.) 2. Additionally, applicants must have the following: For the GS-9: Applicant must have 52 weeks specialized experience at the GS-7 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include analyzing the effects of policies on income, work, or economic well-being measures. For the GS-11: Applicants must have 52 weeks of specialized experience at the GS-9 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include at least twoof the following: Analyzing survey or administrative data using a statistical software package such as SAS, Stata, Python, or R; Analyzing the effects of policies on income, work, or economic well-being measures; Producing written research products for academic orgeneral audiences; Conducting quantitative or qualitative research on communities or populations served by government income or health programs. For the GS-12: Applicants must have 52 weeks of specialized experience at the GS-11 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience must include at least three of the following: Analyzing survey or administrative data using a statistical software package such as SAS, Stata, Python, or R; Analyzing the effects of policies on income, work, or economic well-being measures; Producing written research products for academic orgeneral audiences; Conducting quantitative or qualitative research on communities or populations served by government income or health programs.
