The primary purpose of this position is this is a GG-07 9/11 position with development through to GG-11. The trainee will receive formal, informal, and/or the job training and assignments will become progressively more difficult in nature. The position performs a variety of conventional duties relating to a variety of fundamental inventory management and operational program analysis. Duties

GG-07 Performs developmental assignments. Gain knowledge of current and future supply requirement. With assistance, receives and analyzes reported usage, past program, reported users, and other applicable material to accurately determine and project requirements and demand quantities. Performs recurring assignments. Assist with distribution and positioning of equipment and or key material among major supply stations, stock points, or COMSEC accounts. Participates in special initiatives, studies, and projects. Work with other specialists in planning and conducting special initiatives, studies, and projects. Prepares written correspondence and other documentation. Assist with planned or scheduled material requirements and funds availability. Assist with inventory control, equipment accountability and management. Applies a wide range of supply principles, concepts, and methodologies in accordance with supply policies and regulations in gathering and analyzing data, reviewing proposals, and evaluating studies to support effectiveness. Participates in problems associated with supply systems. Participates in meetings and conferences to identify and resolves inventory issues or conflicting program requirements, or to discuss establishment of required equipment and/or key material. GG-09 Performs developmental assignments. Defines current and future supply requirement. With assistance, receives and analyzes reported usage, past program, reported users, and other applicable material to accurately determine and project requirements and demand quantities. Performs recurring assignments. Provides alternatives in distribution and positioning of equipment and or key material among major supply stations, stock points, or COMSEC accounts. Participates in special initiatives, studies, and projects. Prepares recommendations and directives for the procurement of material. Assesses planed or scheduled material requirements and funds availability. Reviews changing situations affecting quantitative requirements such as technology or engineering changes, component parts interchangeability, changes in agency programs or projects, and changes in issue or asset trends. With limited assistance, performs inventory control, equipment accountability and management. Applies a wide range of supply principles, concepts, and methodologies in accordance with supply policies and regulations in gathering and analyzing data, reviewing proposals, and evaluating studies to support effectiveness. Participates in system training and problems associated with supply systems. Assist Lead Item Managers in preparing the development of training materials for the use in automated systems. Participates in meetings and conferences to identify and resolves inventory issues or conflicting program requirements, or to discuss establishment of required equipment and/or key material. GG-11 Determines current and future supply requirements. Receives and analyzes reported usage, past program, reported users, and other applicable material to accurately determine and project requirements and demand quantities. Determines distribution and positioning of equipment and or key material among major supply stations, stock points, or COMSEC accounts. Prepares recommendations and directives for the procurement of material. Assesses planed or scheduled material requirements and funds availability. Reviews changing situations affecting quantitative requirements such as technology or engineering changes, component parts interchangeability, changes in agency programs or projects, and changes in issue or asset trends. Prepares recommendations and directives for the procurement of material. Initiates or recommends timely procurement of investment and recoverable equipment considering long or fluctuating procurement lead times, and difficulty in obtaining materials to meet established program and user needs. Monitors planed or scheduled material requirements and funds availability. Analyzes changing situations affecting quantitative requirements such as technological or engineering changes, component parts interchangeability, changes in agency programs or projects, and changes in issue or asset trends. Performs inventory control, equipment accountability and management. Applies a wide range of supply principles, concepts, and methodologies in accordance with supply policies and regulations in gathering and analyzing data, reviewing proposals, and evaluating studies to support effectiveness. Participates in system training and problems associated with supply systems. Participates in development of training materials for, trains users in, the use of new and enhanced automated systems. Participates in meetings and conferences to identify and resolves inventory issues or conflicting program requirements, or to discuss establishment of required equipment and/or key material.

Requirements

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

Qualifications

This is a GG-07 developmental 11 position that can be filled at the GG-07, GG-09, or GG-11 level in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07 T 11 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07 T 11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GG-07 / EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of basic principle, concepts, and methods of a professional or administrative occupation and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures. OR EDUCATION: full year of graduate level education or superior academic achievement; GG-09 / EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, concepts, and theories of inventory management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; GG-11 / EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the principles, concepts, and theories of inventory management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well precedented assignments. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GG-07 1. Knowledge of basic principles, concepts, and practices of inventory management. 2. Skill in applying basic principle, concepts, and practices of the occupation sufficient to perform entry level assignments in the life cycle logistics occupation. 3. Skill in communicating factual and procedural information clearly, orally and in writing; and to clearly communicate in terms of oral and written briefings, reports as well as makes recommendation to Lead Item Mangers. 4. Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions. 5. Ability to plan and organize work and consult effectively with co-workers. Ability to assist with budgeting, procurement, and funding processes related to inventory management functions. GG-09 1. Knowledge of the principles, concepts, and theories used in inventory management, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedent assignment to include use of automated systems and/or equipment. 2. Knowledge of analysis, evaluation, fact finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. Ability to assist with budgeting, procurement, and funding processes related to inventory management functions. 4. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments. 5. Skill to clearly communicate in terms of oral and written briefings and reports; prepares training opportunities as well as makes recommendations to Lead Item Mangers. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in a professional manner with peers and management; and to learn and apply analytical investigative techniques to accomplish work in the subject matter field. GG-11 1. Knowledge of a wide range of supply concepts, principals, and practices to include use of automated systems and/or equipment; of DoD, NSA, AFMC, AFLCMC, Cryptologic and Cyber Systems Divisions logistics procedures and policies; and of acquisition processes, automated records, logistics systems, and the storage, issue and disposal processes. 2. Knowledge of specialized analytical methods and techniques to resolve difficult inventory management issues and problems; and budgeting, procurement, and funding processes related to inventory management functions. 3. Skill to interpret, adapt, and apply inventory management guidelines as it pertains to assigned specializations and functions; and to independently analyze and resolve difficult inventory management issues and problems, and to consider and apply several alternatives. 4. Skill providing technical advice in terms of oral and written briefings, reports, and provides training opportunities as well as makes recommendations to senior leadership; and in carrying out assignments, operations, and procedures in the occupation that are significantly more difficult and complex. 5. Ability to apply in depth knowledge of inventory management to interpret policy direction for specific operating requirement, or develop guidance for applying inventory management policies, procedures, techniques, equipment, and methods to a variety of work situations involving various degrees or levels of control. 6. Ability to apply inventory management laws, regulations, policicies, procedures, techniques, principles, and methods to plan for inventory requirements and accountability. Ability to plan, organize, and reprioritize work to meet changing deadlines and develop timely and economical solutions.

Education

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
