Duties

The U.S. Geological Survey (USGS) serves as a national catalyst to organize and distribute biological, hydrological, geological, and geographical information and address the specific needs of the Department of the Interior and its land and resource managers. The USGS is the Nation's largest water, earth, biological science and civilian mapping agency, working in cooperation with more than 2,000 organizations across the country with numerous international communities to provide reliable, impartial, scientific information to resource managers, planners, and other customers and partners. Science Analytics and Synthesis (SAS) is a key component within the Core Science System Mission Area. SAS emphasizes an analysis and synthesis approach to providing scientific information on Earth systems, including focus a on science data lifecycle . We strive to accelerate research and decision making through data science, information delivery, advanced scientific computing, and biogeographic science. SAS is comprised of Business and Technical Services, Advanced Research Computing (ARC), Biogeographic Science, Science Data Management (SDM), and the USGS Library. The USGS Library, authorized by Congress in 1879, is recognized as one of the world's largest Earth and natural science libraries providing services, collections, and expertise essential to the USGS mission. Our librarians facilitate research by ensuring seamless access to the literature of the earth and natural sciences - anytime, anywhere. SAS Science Data Management provides Bureau-wide leadership to optimize and share USGS science data, share effective management practices, and support various data workflows and repository functions. Our data scientists and information managers partner with discipline scientists to ensure USGS science is findable, accessible, interoperable, and reusable for future generations. Advanced Research Computing (ARC) provides training, consulting, and access to high performance computing resources, . Working side-by-side with researchers, our computer scientists and research facilitators help to expand the scope and scale of scientific discovery and expedite the delivery of science products to stakeholders. SAS Biogeographic Science focuses on understanding and characterizing terrestrial, aquatic, and marine species, and ecosystems through development, maintenance, and integration of a suite of synthesized data systems used to conduct biodiversity assessments at regional to national scales. Our biologists, ecologists, and geographers conduct applied research on species, their habitats, threats, and protections to inform management of species, lands, and waters. Business and Technical Services supports the information technology, finance, and administrative needs for the organization. As a Physical Scientist/Librarian within the USGS Library, some of your specific duties will include: Develops and draws on strategic partnerships with international and national research libraries and other scientific organizations to advance the National Library of the Geosciences. Initiates and fosters public-private agreements to leverage universities, industry, scientific societies, and government libraries extending the resources available to USGS, DOI scientists, and external organizations to conduct cutting edge science. Creates innovative alliances with federal agencies, universities, and non-governmental organizations to create efficiencies in areas such as electronic journals, facilities, collection management, preservation, and services required to achieve seamless and open access to all library materials regardless of location, expertise, and/or cultural background. Carries out extensive outreach activities regarding the National Library for the Geosciences. Develops and advances the strategic vision and critical services for the National Library of the Geosciences in partnership with national and international science libraries, universities, scientific societies, private sector organizations, and non-governmental organizations. Provides direction and oversight on strategic planning, information dissemination, and data Integration and interoperability activities, including policy, procedures, and reporting based on broad professional knowledge of current and proposed projects and guidance from Program Coordinators, Senior Policy and Program Advisors, DOI officials, and the USGS executive leadership pertaining to national goals and policies. Duties Continued: Provides national and international leadership to the National Library of the Geosciences functions to ensure consistent and strategic management of a one-of-a-kind collection dating back to 1879. The position provides strategic leadership and advice in the execution of library components as well as oversees planning and high-level management of the vast portfolio of library holdings. The incumbent maintains strong working relationships with the highest levels of management, both within the Department and with other Federal agencies, academia, and private industry to assure that activities and resource needs are directly and timely relayed to the appropriate action officials. The incumbent provides leadership and overall high-level guidance for budget initiatives that impact Library stakeholders. Researches innovative library science solutions to advance the National Library of the Geosciences and ensure its irreplaceable collections are preserved and available to future generations. Supervises and manages professional, technical, and support staff, directly and through subordinate supervisors. Provides positive direction, consultation, and advice to subordinate supervisors on expectations for carrying out their responsibilities. Physical Demands: The work is generally sedentary, requiring sitting, bending, walking and/or may require carrying lightweight materials such as papers, files, computer printouts, and a laptop. Travel of 2-4 days quarterly is typical. Work Environment: Work is performed in an office or similar setting, with adequate lighting, ventilation, and climate controls. Safety precautions typical of this environment are required. This position is suitable for telework; the incumbent may telework with supervisor approval. Qualifications: For GS-1301: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist, all grade levels. A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in physical science, engineering, or mathematics that included 24 semester hours or the equivalent in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. **OR B. A combination of education and experience--education equivalent to one of the majors shown in "A" above (24 semester hours or the equivalent in physical science, engineering, or mathematics) that included at least 24 semester hours or the equivalent in physical science and/or related engineering science as described above, plus appropriate experience and/or additional education for a total of 4 years. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. (CLICK HERE FOR DETAILS ON HOW TO COMBINE EDUCATION AND EXPERIENCE) For GS-1410: BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Librarian, all grade levels. A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; **OR B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. Examples of such experience may include maintaining and updating the electronic catalog of library holdings; maintaining an accurate record of the journal holdings; contacting other libraries and arranging interlibrary loan of or copying of material and obtaining reference lists and bibliographies from other's sources; performing literature searches in a computerized database by using knowledge of subject-heading structure and logic of search information; utilizing the computer to access library databases, online journals, online library services, the internet, and electronic mail to identify and obtain information for library users; and conducting research on technical and scientific information. For GS-15: In addition to the basic education requirement as stated above, applicants must meet the following to qualify for the GS-15 level: One year of appropriate professional experience that is in or directly related to the duties of the position to be filled is qualifying if it is equivalent to at least the GS-14 level in the Federal service, and if it equipped the applicant with the knowledge, skills and abilities to perform successfully the duties of the position. Examples of such experience could include: Investigations that involved highly unstructured problems involving both difficult technology and complex human relations or programmatic issues. The results of these investigations had significant effects over a wide region of the United States, or may have included responsibility for new technology especially critical to the organization's programs. This work involved other recognized senior technical experts asking the scientist for advice or counsel due to his/her personal reputation in the field. Demonstrated experience in science data, publications, standards, tools, and best practices related to earth science. This includes: Fundamental understanding, use, and knowledge of Library services and functions as it related to collections management, use, preservation, and services to scientists, general public, and stakeholders. Provides expertise on adoption, use, and enhancement of metadata, publications, catalogs across the USGS earth science domain.
