About the Position: Provides leadership in development and use of advanced geospatial technological applications and spatial data to support 596th Transportation Brigade mission and base operations. Serves as spatial data coordinator and Geographic Information System administrator to the Director of Public Works.
This is a Term position not-to-exceed 13 months. This is an obligated position. See "Additional Information" section for Term and Obligated positions.
Duties
Designs, develops, and manages the Geographic Information System (GIS) database and database management system.
Serve as the Maximo Facilities Maintenance Management System (FMMS) and Microsoft Structured Query Language (SQL) Server Database Administrator.
Manages and integrates a variety of GIS and database management software.
Implements metadata and data documentation procedures.
Develops and implements quality control and assurance guidelines for geospatial data projects.
Identifies requirements and implements advanced analytical techniques necessary to solve complex GIS issues.
Analyzes, troubleshoots and corrects computer system problems related to the Maximo FMMS and all end-user computers.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.
- Must obtain and maintain all Department of Defense (DoD) Information Assurance (IA) training and certification requirements according to DoD 8570.01-M and the certification provider.
- Within 6 months of assignment and IA duties, all Information Assurance Technical (IAT) personnel must achieve appropriate IA certification unless a waiver is granted per DoD 8570.01-M.
- Certification holders must ensure their certifications stay active; expired certifications must be renewed.
- All Information Assurance Technical (IAT) personnel must be certified based on the IA functions of the position.
- The IA workforce certification requirement and criteria for the assigned position is IAT Level II.
- IAT Level II personnel are responsible for providing network environment (NE) and advanced level computing environment (CE) support.
- IAT Level II personnel pay special attention to intrusion detection, finding and fixing unprotected vulnerabilities, and ensuring remote access points are well secured.
- Positions are focused on threats and vulnerabilities and improve the security of systems. IAT Level II personnel have mastery of the functions of the IAT Level I position.
- IAT personnel with privileged access must obtain appropriate Computing Environment (CE) certifications for the operating system(s) and/or security related tools/devices they support as required by their employing organization.
- This position has a Temporary Duty (TDY) or business travel requirement 10% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). SPECIALIZED EXPERIENCE: One year of specialized experience which includes developing and utilization of advanced geospatial technological applications and spatial data; providing technical advisory services on Geographic Information Systems; and serving as data base administrator of a computerized maintenance system such as Maximo. This example of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GS-09).

EDUCATION: Completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in afield which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Geographic Information Systems or Geospatial Technology.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
