This position performs and coordinates administrative, technical, and professional work related to financial, accounting, and budgetary activities of the court, including ensuring compliance with the appropriate guidelines, policies, and internal controls. This position reports to the Financial Administrator.

Duties

The Financial Specialist position provides a full range of financial support services to the court. The following list of duties and responsibilities are considered at the CL-26 level. As the incumbent's knowledge, skills and abilities are developed, more complex duties and responsibilities may be assigned: Maintains, reconciles, and analyzes accounting records, consisting of a cash receipts journal, registry funds, and deposit funds as well as subsidiary ledgers for allotments and other fiscal records. Reviews and/or performs accounts payable and accounts receivable duties; has responsibility for the accuracy and accountability of monies received and disbursed by the court. Ensures that appropriate internal controls for disbursement, transfer, recording, and reporting of monies are followed. Obligate travel expenses for staff in accounting system prior to any travel and reviews for accuracy and appropriateness of obligation. Prepares, updates, examines, and analyzes a variety of reports as requested. Works with U.S. Attorney's office to reconcile criminal debt accounts and receivable records. Adds cases and case information for civil and criminal debt as set forth in Judgments entered by the Court, ensuring that payments are posted to proper account and fund(s). Responsible for files and documents related to the monetary aspects of case management. Monitor and process cases with Transfer of Jurisdictions to other Districts. Import cash register receipts to appropriate case accounts and general funds. Tracks and records canceled or returned victim restitution payments to determine if an address change may be necessary. Provide customer service to victims and their representatives. Reviews case ledgers for monies eligible for transfer to unclaimed fund accounts and makes transfers as necessary. Responsible for tracking, recording and reconciling filing fees received online via Pay.gov. Maintain ledger of Attorney Admission Fund receipts and disburse funds monthly. Use a wide variety of manual and automated accounting systems and cash management tools to record, store, and track information. Assist and train other court employees in the use of these systems and tools. Complies with guidelines, procedures, and policies established by the Administrative Office and the court unit. Responsible for completing special projects as needed. Other duties as assigned.

Qualifications

The successful candidate must have two years of specialized experience, one year of which must be equivalent to work as a CL 25, or a bachelor's degree from an accredited college or university and one of the following superior academic achievement requirements: an overall "B" grade point average equaling 2.90 or better of a possible 4.0; standing in the upper third of the class; GPA of 3.5 or better in major field of study, such as business or public administration, human resources management, industrial relations, or psychology. election of membership in Phi Beta Kappa, Sigma Xi, or one of the National Honorary Scholastic Societies meeting the minimum requirements of the Association of College Honor Societies, other than Freshman Honor Societies; or completion of one academic year (18 semester or 27 quarter hours) of graduate study in an accredited university in business or public administration, political science, criminal justice, law, or other field closely related to this position. Specialized experience for this position is demonstrated experience directly related to the functional area of financial management and administration such as budgeting, accounting, auditing, or financial reporting. Experience that provided knowledge, budgeting and or financial reporting; and involved the routine use of automated financial and accounting systems or other computer-based systems. Evidence of all specialized experience must be supported by detailed documentation of duties performed in any positions held. Please provide such documentation on your AO78. PREFERRED QUALIFICATIONS: Bachelor's degree from an accredited college/university in a field of academic study such as business or public administration, political science, criminal justice, law, or other field closely related to the subject matter of the position. Complete working knowledge and understanding of Judiciary Integrated Financial Management System (JIFMS). Knowledge of and experience with Administrative Office audit policies, procedures, and standards; knowledge of audit principles. Prior federal experience with detailed knowledge of accounting procedures, automated equipment and financial software used in the federal judiciary. Legal or court accounting experience highly preferred. Solid computer skills are required, including proficiency in Adobe Acrobat, Microsoft Office, including Word, Excel and PowerPoint. Experience using CGI Momentum or similar accounting, or financial systems is a plus.
