The primary purpose of a GS-09 position: This is a developmental position with known promotion potential to the target position of Human Resources Specialist (Military) GS-0201-11.

The primary purpose of a GS-11 position: To serve as program manager providing pre-board, in-board, and post board execution pertaining to Special Selection Boards (SSBs), Special Selection Review Boards (SSRBs), and Special Boards (SBs) for all Department of the Air Force (USAF and USSF) officers in the grades of captain through major general. Analyzes, interprets, and implements program guidance and ensures compliance with U.S. Code, Department of Defense (DoD), and Department of the Air Force (DAF) policies. Responsible for end-to-end
execution and advisory services for all Department of the Air Force SSBs, SSRBs, and SBs. Benchmarks records, builds case files, and executes in-board operations of the electronic Board Operations Support System (eBOSS) during all SSBs, SSRBs, and SBs. Alternate lead for operation of eBOSS during other officer and enlisted central selection boards for the Department of the Air Force.
DUTIES
Administers and prepares cases involving legal or material error for execution of SSBs, SSRBs, and SBs.
Primary Selection Board Secretariat program administrator for electronic Board Operations Support System (eBOSS) for SSBs, SSRBs, and SBs and in the absence of the primary eBOSS administrator for Central Selection Boards, serves as the program administrator for eBOSS during Central Selection Boards.
Certified Board Recorder.
Administers the DAF MOI Library.

Knowledge of military personnel and promotion program requirements and terms, as well as knowledge of common management principles to provide advisory services and execute assigned programs.
Skill in adapting analytical techniques and criteria to execute and improve program effectiveness, and in serving as a technical specialist regarding military personnel and promotion programs.
Ability to meet to non-adjustable deadlines and adapt to changing program requirements with minimum sacrifice to quality or quantity of work.
Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings, official notifications, and other correspondence.

- In-depth knowledge of various office automation software processing procedures and function keys to produce a wide range of documents within a text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying basic knowledge of the principles, theories, techniques, practices, mission, and organizational structures of military to assist in supporting the military personnel and promotions programs. Providing knowledge of the laws, regulations, principles, and practices of military personnel and promotion programs. Using basic knowledge of military personnel and promotion program requirements and terms, as well as knowledge of common management principles to provide advisory services and execute assigned programs. Adapting analytical techniques and criteria to assist in executing and improving program effectiveness, and in serving as a technical specialist regarding military personnel and promotion programs. Meeting non-adjustable deadlines and adapting to changing program requirements with minimum sacrifice to quality or quantity of work. Establishing effective working relationships and communicating well with others, orally and in writing, including preparing and conducting formal and informal briefings, official notifications, and other correspondence.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Note: You MUST submit a copy of your official transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: Applicants must have one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, a combination of experience and education. Note: You MUST submit a copy of your official transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
