This position is located in the Office of Consular Systems and Technology, Bureau of Consular Affairs (CA/CST). The Bureau was established under the Immigration and Nationality Act.
Duties
Ensures the confidentiality, integrity, and availability of systems, data, and networks through the planning, development, analysis, application and enhancement of information system security policies, practices and tools.
Conducts risk and vulnerability assessments of installed information systems to identify vulnerabilities, risks, and protection needs.
Develops and maintains Information Assurance documentation, such as systems security, contingency plans and disaster recovery procedures to ensure preservation and integrity of data.
Plans, coordinates, and conducts periodic IT security awareness training to privileged technical users/system administration and engineering staffs.
Drafts updates to policies and procedures in response to new security requirements or significant changes to systems.
Requirements
- Incumbent will be subject to random drug testing.
- U.S. Citizenship is required.
- One year probationary period, unless excepted by regulation.
- Must be able to obtain and maintain a Top Secret security clearance.
- Verification of employment eligibility in the United States is required.
- Direct Hire Authority will be used to fill this position.
Qualifications

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Completing thorough and accurate work independently, even in the most difficult or stressful situations.
Customer Service - Resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; recommending procedural changes based on customer needs.
Oral Communication - Conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding.
Problem Solving - Solving complex or sensitive problems by participating in the development of strategic alternatives; identifying possible conflicts and shared benefits; helping a team anticipate problems and identifying and evaluating potential solutions.
AND
Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience with highly complex technical problems and critical IT issues
Experience with managing large-scale Information Technology (IT) contracts, programs, or services
Experience with monitoring operations, infrastructure operations, database operations, security operations, and automation for systems
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-12 position.
