The Center Operations Directorate is seeking a skilled individual to support the Directorate's leadership team including assisting in strategy development, preparing executive level performance reporting and communications, assisting with workforce planning and execution, and providing recommendations based on various data analysis.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Assist with the formulation and documentation of priorities, goals and objectives that are consistent with Agency Enterprise and Center goals and objectives. Assist with development of the directorate strategic plan.
Coordinate with office heads to establish functional area performance metrics consistent with Agency Enterprise metrics. Develop and maintain executive level performance metric reporting used at Center and Agency management reviews.
Develop and maintain the directorate’s strategic calendar to support proactive Agency and Center submissions in connection with known data calls and other key events.
Review and conduct data analysis of various documents (reports, studies, surveys, etc.) and present findings and recommendations to leadership.
Assist in the development of the directorate’s communication plan. Works with directorate leadership to determine and develop appropriate content for directorate website and ensures content is up to date.
Assist the directorate’s risk manager in capturing and documenting risks across the organization. Utilizes risk templates and automated tools to manage risks and develops summary presentations for management reviews.
Directly support leadership retreat events and oversee the execution of retreat actions in addition to employee viewpoint survey corrective action plan execution.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
GS-11: To qualify at the GS-11 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
Contributing to the identification of performance metrics and analysis of data;
Assisting with developing associated reports and/or presentations;
Contributing to the development of communication plans, including document requirements and document creation.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above
GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Identifying and utilizing performance metrics and data in developing detailed reporting for a functional area;
Conducting data analysis for various documentation (reports, studies, surveys, etc.);
Developing documentation/presentations that summarize results and presenting to leadership.
GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
Analyzing and summarizing performance metrics and data for one or more functional areas;
Managing reporting processes, performing detailed analysis, identifying risks, and providing recommendations for
process improvements;
Using results of data analysis to develop documentation/presentations that summarize results and presenting to
leadership.
