About the Position: Serves as a Program Manager, managing, planning, scoping, and direction of major projects within a Planning Division program area by applying an extensive knowledge of management concepts, principles, methods, and practices.
Duties
Develop plans of study for environmental, cultural, and water resources to support Military and Civil Works planning and technical studies and projects.
Prepare technical documents describing environmental, cultural, and water resources evaluation of alternatives and recommendations to support Military and Civil Works planning and technical studies and projects.
Brief superiors, public, government agencies and others on study progress, environmental, cultural, and water resources policy, or technical matters.
Review Military and Civil Works planning documents for technical accuracy and adherence to relevant environmental, cultural, and water resources guidance and policy.
Provide comprehensive project/program management and leadership of environmental, cultural, and water resources projects/programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver’s License.
- The duties of this position require travel up to approximately 15% of the time.
- If a Top-Secret Clearance is required, then the incumbent will enroll in the Department of Army Drug-Free Federal Workplace Program to include passing a urinalysis drug testing prior to appointment and passing random urinalysis drug test thereafter.

Specialized Experience: One year of specialized experience which includes (1) Lead planning analyses for Military and Civil Works projects; (2) Prepare technical plans of study and reports; (3) Serve as District Expert in either environmental, cultural, or water resources; (4) Review the work of other environmental, cultural, or water resource specialist for technical accuracy and policy adherence. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
