THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SAFETY AND OCCUPATIONAL HEALTH MANAGER TITLE 32 PERMANENT, Position Description Number D0702000 and is part of the NH ARNG DCSAV, National Guard. This vacancy is to gather applications that may or may not result in a referral or selection.

Duties

The primary purpose of this position is to manage the state Safety, Occupational Health and Industrial Hygiene programs through a staff of professional and technical personnel. The incumbent ensures effective program implementation within the broad framework of congressional legislation, executive orders, DOD, Army, and National Guard Bureau policy, goals and objectives. Manages the state ARNG Safety Program, which includes Ground Safety, Occupational Health and Industrial Hygiene programs. Plans, organizes, and evaluates various Safety, Occupational Health and Industrial Hygiene (SOH & IH) programs involving heavy/light equipment and vehicle maintenance, supply and ammunition storage, fire prevention, range certification, combat and tactical training, and administrative activities. Implements public law mandated programs impacting a significant number of civilian and military employees working instructors used for various levels of administration, supply and maintenance functions. Analyzes psychological and physiological factors affecting safety, occupational health and industrial hygiene management to devise control measures that eliminate environmental hazards and reduce human error. Plans and directs special occupational health/industrialhygiene studies based upon validated need or detected variance fromestablished standards. Ensures SOH & IH staff visits are conducted inconformance with applicable policies, standards and criteria, and thatprofessional support is provided to managers and supervisors for theelimination or control of unsafe conditions and environmental factors. Evaluates and analyzes accident frequency, cause data,accident reports, safety survey reports, unit operations, and otheractivities having a direct impact on accident prevention, and directscountermeasure programs to correct unsafe procedures or conditions.Develops procedures to evaluate the effectiveness of countermeasureprograms. Coordinates hazard abatement issues with key staff personneland appropriate agencies. Represents the Adjutant General at various safety related conferences, meetings, seminars, councils, panels, and boards. Reviewsoverall state training plan to ensure that practices and procedures that minimize accident risk are incorporated into military trainingoperations and tactical exercises. Ensures review of and coordination on state ARNG regulations and major command standing operatingprocedures to incorporate safety and occupational health related requirements. Maintains extensive contacts with internal and external organizations (design review, state, and county) and higher authorities that have many different and often conflicting requirements. Reviews engineering plans to verify that alteration or construction is in compliance with public law, applicable standards and guidelines. Coordinates with and provides assistance to personnel management officials in the development and execution of a comprehensive abatement program for traumatic injury or occupational illness in accordance with the Federal Employees Compensation Act. Establishes and maintains a program of range certification, explosive safety and safety management in accordance with appropriate regulations. Identifies and justifies safety, occupational health and industrial hygiene budget requirements to include training, travel, employee health testing, safety equipment and material funds. Plans and assigns work to be accomplished by subordinates in grades GS-4 through GS-11. Sets priorities and prepares schedules for completion of work. Makes assignments based on priorities, difficulties, and requirements of the assignment, and the capabilities of individual employees. Conducts employment interviews. Recommends employees for appointment, promotion or reassignment. Establishes performance standards. Monitors and evaluates employee performance. Assists employees in reaching performance goals. Informs subordinates of agency policies and programs. Hears complaints and grievances from employees. Resolves those which can be informally resolved, and/or makes recommendations for resolution to appropriate deciding official. Identifies developmental and training needs of employees and provides or obtains training. Approves and/or disapproves leave requests. Promotes acceptance and adherence of programs such as Equal Employment Opportunity, Federal Women's Program, Physically Handicapped, Labor-Management Relations, and other similar special emphasis programs. Maintains an effective position management program. Assures position descriptions are accurate and positions are operating as intended.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Position requires Ground Safety Officer Course or Aviation Safety Office Course qualification within 18 months of hire date. CP-12 (Safety) Certification within 24 months of hire date.

Qualifications

Compatible military grade and assignment required prior to the effective date of placement. This is a Title 32 excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership in the military grade/rank listed in the announcement. Military Grades: Enlisted E8 to E9; Warrant Officer CW2 to CW4 Compatible Military Assignments: MOS Immaterial, must qualify for postion. GENERAL EXPERIENCE: Must be able to perform as a team member, survey work to identify and evaluate hazardous and nonhazardous work and conditions. Apply conventional survey techniques to complete relatively uncomplicated evaluations. Make recommendations concerning corrective procedures where the potential for injury or property damage exists or current procedures do not achieve the desired results or modify/cancel the corrective procedures are no longer appropriate for situations encountered. SPECIALIZED EXPERIENCE: Must have one year equivalent to the next lower grade level experience, education, or training performing industrial construction standards, methods, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards and devise hazard control measures applicable to airport ground facilities and supporting industrial shops. Knowledge of psychological and physiological factors sufficient to develop a ground aviation safety education activity for supervisors and employees, to motivate maintenance personnel to apply safe working practices and to persuade supervisors to accept changes or modifications where required to achieve a safe working environment. Performed safety and occupational health principles, practices, procedures and standards applicable to a full range of complex safety and occupational health management responsibilities at a military aviation installation and requiring the planning, organizing, directing, operating and evaluation of a safety and occupational health program related to ground aviation, industrial and marine operations. Performed aviation maintenance work processes and support equipment, airport ground operations, facilities and runway maintenance techniques, and industrial work processes.
