This position is with the Roseburg VA Health Care System. The incumbent is appointed the Medical Center Safety Officer by the Medical Center Director with concurrence of the Associate Director. He/she is responsible for planning, development and implementation of a comprehensive Medical Center Occupational Safety, Health (OSH) and Environmental Programs and provides supervision, program support and guidance for the Radiation Safety Program.

Duties

He/she acts as the advisor and consultant to the Medical Center management and professional Service Chiefs concerning the broad field of OSH. Advice and guidance is given in matters that directly affect the health, welfare and safety of all patients, employees, visitors, and the success of medical care throughout the facility. Provides integration of OSH activities throughout varied patient care lines, coordinates OSH activities and programs. Incumbent plays a major role to the Medical Center in OSH matters concerning The Joint Commission (TJC). Serves as a key authoritative medical center expert in such matters as described in the Environment of Care, Human Resources, Performance Improvement and other key chapters of TJC standards that are critical to the accreditation process. He/she deals directly with professional chiefs in resolution of OSH matters. Direct contact on a professional level is required since matters usually involve sensitive and complicated planning and careful execution of abatement efforts. Often there are no guidelines for such actions. Incumbent is the designated representative of the Medical Center as liaison between all environmental and safety regulatory agencies. Assures the development and implementation of hazardous and toxic waste programs, including storage, removal, disposal, and coordination with authorities for required licenses and permits in Oregon. Incumbent coordinates hazardous waste removal activities as a result of Environmental Protection Agency (EPA) enforcement actions. Incumbent keeps Management, Network Safety Manager, and VA District Counsel informed on all communications and abatement activities. Ensures the maintenance of a comprehensive technical library and provides technical and program consultation to all Medical Center Services. Researches and/or provides technical information to assist service level safety sub-committees in providing specialized safety training to their service employees. Coordinates the Environment of Care Committee activities and serves as a professional and technical advisor. Monitors committee actions for compliance and provides annual evaluations of committee actions for effectiveness. Areas of responsibility include safety management, life safety management, security management, equipment management, utility management ,hazardous materials management and emergency preparedness management activities. Coordinates committee functions with other key Medical Center committees and TJC processes to assure continuity of OSH programs that cross disciplines and patient care lines. Makes imminent danger determinations based on investigations and inspection results .When an imminent risk of death or serious physical harm exists, initiates immediate and appropriate withdrawals and abatement actions and informs management of conditions. Makes determinations on other less serious conditions and initiates investigation and abatement processes in accordance with prescribed Federal regulations. Utilizes knowledge of "hazardous waste operations emergency response", to provide emergency guidance during dangerous chemical spills and emergency situations. Provides technical and physical plant expertise to local HAZMAT response teams and the local Fire Department during actual emergencies and/or drills. Provides emergency response and/or incident command planning for a wide range of contingencies to address natural and manmade events that disrupt normal operations and create unusual risks. Incumbent is a key player in Medical Center Emergency Command Operations and directly advises Management on all safety and health related matters during emergency situations. To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. Basic Requirements (Transcripts required)I have a Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR I have experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements; Developing and recommending safety and occupational health policy to higher levels of management; Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR I have a Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. You may qualify based on your experience as described below: GS-12 - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization.
